
CHANDIGARH, Nov 2: Haryana today announced concessions for small-scale industries (SSIs) in the state by reducing the water and air consent fee charges. It decided to introduce another slab of fee structure for industries with capital investment between Rs one crore and Rs three crore to give relief to them.
The decision was taken at a meeting of the state cabinet under the chairmanship of Chief Minister Bansi Lal here today. The consent fee under Water Act/rules to establish (NOC) for such industries has been revised to Rs 5700 instead of existing Rs 8000. The cabinet has also reduced the consent fee for pulversiers and hot mix plants operating in the state, according to an official spokesman.
The consent fee to establish (NOC) highly-polluting industries such as fertiliser (nitrogen/phosphate), sugar, cement, fermentation and distillery, petro-chemical, thermal, power plant, oil refinery, iron and steel, pulp and paper, dye and dye intermediates, pesticides manufacturing, basic drug and pharmaceuticals having a capital investment between Rs one crore and Rs three crore would be Rs 17,700 against Rs 24,000.
The consent fee for first year to operate industries other than those covered under headings B-II to B-V having a capital investment exceeding Rs one crore, but not more than Rs three crore would be Rs 10,000 instead of existing Rs 20,000. The consent fee to be charged annually for subsequent years industries not covered under headings B-II to B-V having a capital investment from Rs one crore to Rs three crore has been reduced to Rs 3,700 from Rs 8,000, he said.
The consent fee in the first year of highly-polluting industries such as fertilisers (nitrogen/phosphate) sugar, cement, tanneries, fermentation and distillery, petro-chemical, thermal, power plant, oil refinery, iron and steel, pulp and paper, pesticides, basic drugs and pharmaceuticals having capital investment between Rs one crore and Rs three crore would be Rs 30,000 against the existing Rs 60,000.
Similarly, the consent fee to be charged annually for subsequent years for these industries has been revised to Rs 11,000 from existing Rs 24,000. The consent fee under the Air Act/rules for first year to operate industries other than those covered under heading A-II to A-VIII in the new slab has been reduced to Rs 10,000 from Rs 20,000. The consent fee tobe charged annually for subsequent years to operate industries other than those covered under heading A-II to A-VIII in this category has been brought down to Rs 3,700 from Rs 8,000.
Besides, the consent fee for first year of these highly-polluting industries such as fertilisers, sugar, cement, tanneries etc having a capital investment between Rs one crore and Rs three crore would be Rs 30,000 instead of existing Rs 60,000. The consent fee to be charged annually for subsequent years for these industries would be Rs 11,000 against Rs 24,000.
The consent fee to establish (NOC) pulverisers with the capacity not exceeding 100 tonnes per day would be Rs 2000 whereas it would be Rs 3000 for those with the capacity exceeding 100 tonnes per day. The consent fee in the first year for pulversiers and for those with the capacity exceeding 100 tonnes per day would be Rs 3000. The consent fee to be charged annually for subsequent years for these two categories would be Rs 2000 and Rs 3000 respectively.
