MUMBAI, MARCH 16: Use of inferior-quality concrete, failure in inspecting soil, several unauthorised structural changes and major technical flaws in its plan led to collapse of Govind Towers building in Kherwadi, Bandra east last year.

This information was given to the legislature by Chief Minister Narayan Rane during question hour in the Legislative Assembly. He was replying to a question by Nawab Malik, Abhiram Singh, Mangalprabhat Lodha and others on the crash that claimed 14 lives.

Rane said in his reply, 8220;The concrete used for construction of Govind Towers was of inferior quality. Supervision of construction of the building, inspection of building material being used and quality of work was completely ignored by the architect and the engineer. The soil on which the building was constructed was not inspected, and there were major technical flaws in the structural plan of the building.8221;

He added there was negligence on part of the engineers who failed to report the additional stress on thebuilding in 1995. Moreover, several structural changes were carried out, especially construction of toilets in the galleries, adding to the stress on the building. Developers of the building from time to time submitted false information to authorities to get various certificates. Neither the owners and developers nor tenants ever repaired the building. Rane said it appeared that certain officials of Mumbai Metropolitan Regional Development Authority MMRDA and BMC were also at fault. The government is scrutinising the inquiry report and final action will soon be taken against the guilty, he assured.
