Centre of Indian Trade Unions CITU 8212; the trade union wing of the CPM 8212; has blamed the state government for ignoring the problems of workers in the state. On Friday, CITU leaders handed over a complaint to the state Finance Minister Asim Dasgupta citing their dissatisfaction over implementation of labour laws.
CITU claimed that the government is employing casual workers in areas where it is mandatory to employ permanent ones. In its complaint, the trade union alleged that various government departments 8212;panchayats, municipalities and educational institutions 8212; are violating the labour laws of 1970.
CITU said that if an organisation employs casual workers then it has to be registered as a contractor. But most of the organisations employing casual employees do not follow the law, it added.
The trade union in its complaint demanded that the state government should regularise all casual employees who have been working for more than 240 days in state government departments or other allied organisations.
CITU leaders sought an answer from the government on whether or not it has any plans to secure the future of para-teachers who sometimes work in place of regular teachers but receive much less remuneration.
In its complaint, the trade union alleged that the government has not taken steps to resolve provident fund, bonus and other related disputes of casual employees.
8220;The state government departments that employ casual workers claim that they are acting on instructions of the Finance Department. The finance minister should clarify,8221; demanded a CITU leader.
The trade union has also pointed out that despite writing several letters and repeated deliberations with the state Finance Department the issue of dearness allowance has not been resolved.
