The Punjab and Haryana High Court today issued notices to Director, Central Bureau of Investigation, Delhi and State of Haryana, on a petition filed by Ram Kumar Bishnoi, who had sought directions to the Central agency to investigate the alleged murder of Faquir Chand, a former manager of Dera Sacha Sauda, Sirsa.

The probe has been sought on the basis of the confession see box of one of the accused in the case before the media. The petitioner read out the confession made by Gobind Singh, former driver of Dera Sacha Sauda Chief, recorded in a video CD, in which he has named the persons who have allegedly eliminated Faquir Chand. The video CD was also placed on record.

It has been alleged that on September 23, 1990, Gurmeet Ram Rahim Singh became the head of the dera, following which, Faquir Chand, who was the manager of the dera for more than 20 years, went missing. Faquir has missing since 1991. Complaints were submitted to the SP, Sirsa, regarding his sudden disappearencein 1992 and then another complaint was submitted on January 11, 1993 to Haryana police to trace him, says the petition.

The petitioner says that Haryana Police has done nothing till date as the persons accused belong to Dera Sacha Sauda and are 8220;very influential8221;. 8220;The Haryana police had earlier given a clean chit to the dera chief in a case of rape and murder and it was only after the intervention of the High Court that the case was handed over to the CBI,8221; argued the counsel for the petitioner.

It has been further stated that the petitioner even approached the CBI office personally at Chandigarh and his statement was recorded by the CBI. 8220;Nothing has been done till date by the CBI as the officers said that without direction of the High Court in this case, they cannot investigate or arrest the accused,8221; said the counsel.
