Arjun Singh8217;s ill health and consequent absence from Shastri Bhawan for over a month now is sure not boding well for the HRD Ministry8217;s several proposals lined up for Cabinet approval. First, the long-awaited Right to Education Bill was taken to the Cabinet in Arjun Singh8217;s absence but the Planning Commission and Finance Ministry raised some objections on it and promptly referred it to a Group of Ministers. Now it is the proposal for subsidising higher education loans for the non-creamy layer during the moratorium period which seems to be headed for a similar fate. While it was on the Cabinet agenda last Thursday, after the Finance Ministry8217;s questions on its viability, it has also been referred to the Committee of Secretaries.
