Winter Session of Parliament Highlights: The Winter Session of Parliament began today but faced early disruptions, leading to the adjournment of both Houses for the day. In the Rajya Sabha, proceedings were stalled as Opposition MPs insisted on holding a discussion on the Adani issue. The houses will meet on Wednesday after the Samvidhan Divas (Constitution Day) on Tuesday.

PM Modi’s Address on Day 1: With the four-week Winter Session of Parliament beginning today, Prime Minister Narendra Modi, speaking ahead of the commencement, took a dig at the Opposition parties, saying that those rejected by the people during elections try to disrupt proceedings of the House as well. “Those rejected 80-90 times by people do not allow discussions in Parliament. They do not understand people’s aspirations. I hope new members from every party get a chance in the Winter Session of Parliament to share their ideas,” the Prime Minister said.

Kharge expresses dismay over Chair not allowing Rule 267: Congress president Mallikarjun Kharge expressed dismay over the Chair in both Houses of Parliament disallowing the opposition to raise under Rule 267 the issue of corruption allegations against the Adani Group and said the government should “let the truth come out” as the matter is affecting the country’s image. Under Rule 267, the listed business for the day can be suspended to debate an urgent matter with the Chair’s approval. Kharge also attacked Prime Minister Narendra Modi, accusing him of spoiling the country’s image by “helping” some key businessmen get contracts abroad, and demanded a Joint Parliamentary Committee probe into the allegations against the Adani Group.

Parliament Winter Session Live Updates: Aparajita Sarangi shares status of Waqf (Amendment) Bill

BJP MP from Bhubaneswar constituency Aparajita Sarangi is among the members of Joint Committe of Parliament on Waqf (Amendment) Bill. She said that the JPC has had more than 47 sittings since it was constituted on August 8, 2024.

"I can only say, as a member, that all the 44 amendments that have been brought into the bill are fully justified. This is my viewpoint. About 196 organisations so far have given their consent to participate to put forth their points and we invited all of them. Out of them, around 146 organisation individuals appeared and their points have been acknowledged,” she said.

Parliament Winter Session Live Updates: Jairam Ramesh highlights Manipur, Adani and China in list of issues to be brought up in parliamentary sessions.

Speaking to the press, Congress veteran and Member of Rajya Sabha Jairam Ramesh said that Congress Parliamentary Strategic Group meeting was chaired by Mallikarjun Kharge in the presence of leader of opposition Rahul Gandhi. The leaders deliberated on the topics to be discussed in the Houses in the coming days. "There are several such social, financial and political issues, like Adani scam, Manipur and our agreement with China..." said Ramesh.

The agreement between India and China prior to the BRICS summit in October has been noted to be a significant step towards disengagement and normalisation of ties since the deadly Galwan clash in 2020.

Parliament Winter Session Live Updates: Speaker flagged the issue of disruptions in the lower house ahead of Samvidhan Divas

Lok Sabha Speaker Om Birla asked political parties to avoid ruckus in the House in the name of protests as the Winter Session of Parliament got off to a stormy start.

Parliamentary sources said the Lok Sabha speaker flagged the issue of disruptions during a meeting of the Business Advisory Committee and urged the floor leaders of political parties to convey their dissent in a constructive manner.

The sources said that the speaker urged members to follow the highest traditions of debate and dialogue in the House.

Birla referred to 75 years of adoption of the Constitution and recalled the glorious traditions of "high quality debates by our founding fathers in the constituent assembly", they said.

In view of the Constitution Day celebrations in Samvidhan Sadan on Tuesday, Birla urged the members of various political parties to engage in a meaningful dialogue.

President Droupadi Murmu is scheduled to start the year-long celebrations to mark the 75th anniversary of adoption of the Constitution at a joint sitting of the Lok Sabha and the Rajya Sabha in the Central Hall of the Samvidhan Sadan. (PTI)

Parliament Winter Session Live Updates: Indian parliament disrupted over Adani bribery allegations

India's parliament was suspended on Monday after opposition lawmakers disrupted it demanding a discussion over bribery allegations against the Adani Group and Adani dollar bond prices fell to almost one-year lows as investors and lenders weighed the case.

"As the parliament session begins, the first step the government should take is to have a detailed discussion on the Adani saga which has the potential of tarnishing India's image at the global stage," Mallikarjun Kharge, president of the main opposition Congress party, posted on X just as proceedings began in the upper house of parliament.

Jagdeep Dhankhar, the Vice President of India and the chairman of the upper house, said he had received 13 notices from lawmakers demanding a discussion on the Adani issue but he could not allow them as they did not conform to rules.

Dhankhar asked Kharge to speak but was interrupted by lawmakers pressing their demand for a discussion, causing him to suspend the chambers briefly and later for the rest of the day. (Reuters)

Parliament Winter Session Live Updates: On 1st day of Winter Session, both Houses adjourned in an hour as Opposition seeks to raise Adani issue

Both Houses of Parliament were adjourned for the day just an hour after convening on Monday, the first day of the Winter Session, as the presiding officers rejected demands from Opposition MPs to discuss the alleged bribery charges involving the Adani Group.

In the Rajya Sabha, Chairman Jagdeep Dhankhar said he had received 13 notices to raise issues under Rule 267, including from Opposition MPs who wanted a discussion on the “alleged corruption, bribery and financial irregularities of the Adani Group”.

MPs also submitted notices to discuss the violence in Manipur and Sambhal, and the need for assistance for the people of Wayanad affected by the landslides earlier this year.

Rejecting the notices, Dhankhar said: “These notices do not conform to the directives imparted by the chair in this behalf. I have not been able to persuade myself to agree to the same.”

With the Opposition still continuing to raise the demand, Dhankhar first adjourned the proceedings for 15 minutes and then for the day, to reconvene at 11 am on Wednesday.

In the Lok Sabha, proceedings began with speaker Om Birla reading out obituary references of Vasantrao Chavan (Maharashtra), SK Nurul Islam (West Bengal), MM Lawrence (Kerala), M Parvathi (Andhra Pradesh) and Harischandra Devram Chavan (Maharashtra). Parliament Winter Session Live Updates: Govt lists 16 bills including waqf bill for winter session of Parliament

As Parliament gears up for a stormy winter session over the Adani issue, the government has listed 16 bills, including one to amend the waqf law and five new ones, for the winter session.

The five new draft legislations include the one to set up a cooperative university, the Rashtriya Sahkari Vishwavidyalaya.

The bills pending in the Lok Sabha include the Waqf (Amendment) Bill which has been listed for consideration and passage after the joint committee of the two Houses submits its report to the Lok Sabha.

The panel is mandated to submit its report on the last day of the first week of the winter session.

Opposition members on the panel are demanding an extension in the timeline to submit its report. They have alleged that committee chair Jagdambika Pal, a BJP MP, is bulldozing the committee meetings and have sought the intervention of Speaker Om Birla.

The presentation, discussion and voting on First Batch of Supplementary Demands for Grants for the year 2024-25 has also been listed. The session concludes on December 20.

The other bill listed by the government for introduction, consideration and passage is the Punjab Courts (Amendment) Bill to enhance the pecuniary (defined as the monetary value of a case) appellate jurisdiction of Delhi district courts from the existing Rs 3 lakh to Rs 20 lakh.

The Merchant Shipping Bill, also a new draft law planned by the government, seeks to ensure compliance with India’s obligation under maritime treaties to which New Delhi is a party.

Besides, the Coastal Shipping Bill and the Indian Ports Bill have also been listed for introduction and eventual passage.

As many as eight bills, including the Waqf (Amendment) Bill and the Mussalman Wakf (Repeal) Bill are pending in Lok Sabha. According to a Lok Sabha bulletin, two bills are pending with the Rajya Sabha.

The Rajya Sabha bulletin said an additional bill The Bharatiya Vayuyan Vidheyak, passed by the Lok is pending with the upper house.

A set of proposed bills to implement simultaneous elections in the country are not part of the list yet, though some reports suggested that the government is likely to bring the legislations in the coming session... Click Here

Parliament Winter Session Live Updates: Why it’ll be a cold Winter Session for hardened Parliament journalists like me

As someone who has covered Parliament for almost three decades, it has dictated the way I start my days when House Sessions are on. For much of my career, I have looked forward to the routine: morning calls, a look at the newspapers, touching up what’s cooking in my kitchen, before leaving for Parliament.

However, as the Winter Session begins on Monday, I no longer have the same excitement.

Parliament shaped me as a political reporter. This was where I made some of my most everlasting friendships – irrespective of party ideologies and regional biases – and earned the confidence of my sources.

The old building, its two semi-circular chambers and their proceedings moulded me as a journalist, just like it shaped India’s political history.

Over its green- and red-carpeted chambers, observing the chatter, warmth and exchange of greetings and banter between leaders cutting across languages gave crucial insight into the diversity of the country.

Then there was the unsaid – a minister or member gesturing to another, an eye contact, the nodding heads over a boring speech, an MP shifting uneasily over a rival’s comment, or another enjoying a joke from across the aisle.

Even women MPs handing out ginger toffees and savouries to colleagues for throats left sore by slogan-shouting. Continue reading...

Parliament Winter Session Live Updates: As Parliament reopens today, how Opposition plans to counter an upbeat BJP

Ahead of the four-week winter session of Parliament starting Monday, the Opposition armed itself with issues ranging from the US indictment of industrialist Gautam Adani to the unrest in Manipur to counter the ruling NDA led by the BJP which is on a high after back-to-back electoral wins in Haryana and Maharashtra.

Parliament Winter Session Live Updates: Lok Sabha introduces digital attendance for Winter Session

Lok Sabha members can now mark their attendance using a digital pen on electronic tabs during the Winter Session of Parliament starting Monday.

As part of Speaker Om Birla's initiative to make Parliament paperless, tabs will be available at four counters in the chamber lobby.

While physical registers will remain, members are encouraged to opt for the digital method.

The process involves selecting their names on the tab, signing with a digital pen, and submitting their attendance.

Engineers from the National Informatics Centre will provide technical support. This replaces the earlier mobile app-based attendance system and ensures eligibility for daily allowances.
