Climate activist Sonam Wangchuk, who ended his 15-day hunger strike amid the unrest, was accused by the Centre for inciting the violence through provocative speeches, even as it stressed that talks with Ladakhi groups through the High-Powered Committee have already delivered key gains and remain the forum for addressing the region’s aspirations. Hunger strike sparks shutdown: The Leh Apex Body’s (LAB) youth wing had called for the protest and shutdown after two of the 15 people on a 35-day hunger strike since September 10 were shifted to a hospital due to deteriorating health. Meanwhile, a fresh round of talks between the Centre and Ladakh representatives, including members of the LAB and Kargil Democratic Alliance (KDA), is scheduled for October 6. Since the abrogation of Article 370 and the enactment of the Jammu and Kashmir Reorganisation Act, 2019, Ladakh’s political and legal status has remained contentious. Demands have grown for Ladakh’s inclusion under the Sixth Schedule, which grants tribal-majority areas legislative and financial autonomy through autonomous district councils.

Leh Ladakh Protest Live Updates: Curfew still in force

Curfew remained in force for the fourth day in Leh on Saturday as police and paramilitary forces intensified patrolling and checking following the detention of climate activist Sonam Wangchuk under the National Security Act (NSA) the previous day, officials said.

In a statement issued late Friday night, the Lt Governor-led administration justified the detention of Wangchuk and said his series of alleged provocative speeches, with references to the Nepal agitation and the Arab Spring, resulted in Wednesday's violence that left four persons dead and scores of others injured.

It said the detention of Wangchuk was "important to restore normalcy" in the peace-loving Leh town and also to prevent him from further acting in a manner "prejudicial to maintenance of public order".

"There was no untoward incident reported from anywhere in Ladakh during the past 24 hours. The restrictions are in place to maintain law and order," an official said.

He said Lt Governor Kavinder Gupta will chair a high-level security review meeting at Raj Bhavan, and any decision to relax curfew will be taken accordingly.

Leh Ladakh Protest Live Updates: In search of jobs

Over the last two months, Thupstan Tsewang, a member of the advocacy group Ladakh Research Scholars Forum, helped candidates from the region fill the form in the Leh Autonomous Hill Development Subordinate Services Recruitment Board Portal.

Tsewang claimed that the advertisement for 534 non-gazetted jobs saw 60,000 applicants. The job distress has fuelled anger among the youth. To apply for the jobs, some people even flew to Chandigarh and back, spending as much as Rs 20,000 just to fill the “confusing form”, he said.

According to Tsewang, given the timing of the job advertisement — just months before the elections for the Ladakh Autonomous Hill Development Council expected in October 2025 — has left many suspect if the recruitment will indeed materialise, or whether it was just aimed at garnering support before the polls.

Pointing out that jobs have dried up for the youth of Ladakh after 2019, Tsewang recalls a similar advertisement for filling up 797 non-gazetted posts issued by the SSC in 2022. At that time, the number of applicants was 30,000 – or one-tenth of the population of Ladakh.

Leh Ladakh Protest Live Updates: Lack of jobs in Ladakh

On July 16, the Leh Autonomous Hill Development – Subordinate Services Recruitment Board, advertised for 534 jobs across various departments of the Union Territory of Ladakh’s administration.

According to Rehmatullah Butt, Deputy Director, District Employment and Counselling Centre, Leh, about 50,000 applications were received for the 534 vacancies advertised in July. “The exam is likely to be held in the first or second week of November,” he told The Indian Express.

Ladakh is the largest Union Territory, but the second least populous after Lakshadweep. It is estimated to have a population of about 3,00,000. This means one in every six Ladakhi has applied for the 534 jobs in the Subordinate Services.

Resolve legitimate demands through peaceful dialogue: J-K Cong to Ladakhis

Blaming the BJP-led government for the violence in Ladakh that resulted in the death of four people, the Jammu and Kashmir unit of the Congress on Thursday appealed to the people of the neighbouring Union Territory to seek resolution of their legitimate demands through peaceful dialogue.

In a joint statement issued here, several leaders of the Pradesh Congress Committee (PCC), including working president Raman Bhalla, said the situation that emerged in Leh town on Wednesday is quite worrisome, as the people of Ladakh are peace-loving in nature, are great patriots and have always fought bravely against the misadventures and mischief of the neighbouring country.

They accused the BJP and the Centre of ignoring the "legitimate demands" of the people of Ladakh, like various safeguards and political rights, leading to the emergence of the present situation.

Sonam Wangchuk says his imprisonment could cause more problems

Climate activist Sonam Wangchuk on Thursday said that his imprisonment could create more problems for the government than his freedom and called the home ministry's act of blaming him for recent violent protests in Ladakh a "scapegoat tactic".

Reacting to the MHA's statement, which had blamed him for provoking the mob violence on Wednesday, Wangchuk said he is prepared to be arrested under the stringent Public Safety Act (PSA). "I see they are building up a case to bring me under the Public Safety Act and throw me in jail for two years," he told PTI over the phone and added that "I am ready for that, but Sonam Wangchuk in jail may cause them more problems than free Sonam Wangchuk." The climate activist also said, "To say it (the violence) was instigated by me, or sometimes by Congress, is to find a scapegoat, rather than addressing the core of the problem, and this will lead us nowhere.

"They may be clever in making somebody else a scapegoat, but they are not wise. At this time, we all need wisdom rather than 'cleverness' because youths are already frustrated," said Wangchuk.

The activist strongly attributed the eruption of violence to anger over long-standing grievances, primarily the frustration among the region's youth and reasoned that the real cause is the "frustration of six years of unemployment and unmet promises at every level." He accused the government of misleading the public by claiming success on partial job reservations, noting that the main demands for Statehood and the extension of the Sixth Schedule to protect Ladakh's tribal status and fragile environment remain "untouched after five years of peaceful appeals.

Wangchuk said that by employing the "scapegoat tactic," the government is "not actually taking measures for peace," but instead taking steps that will "further aggravate" the situation by diverting attention from the people's core demands.

The Congress said the crisis is of the BJP government's own creation and asserted that Ladakh's demand for inclusion under the Sixth Schedule, for dignity and for the protection of their identity is both legitimate and just.

Congress' media and publicity department head Pawan Khera said the loss of precious lives in Ladakh is tragic.

"It's a grim reminder of the government's failed promises. In 2019, from the floor of Parliament, the nation was assured that the humiliation being inflicted on the people of the erstwhile state of Jammu and Kashmir then would usher in peace. Six years later, the trouble has only deepened," Khera said on X.

"Far from restoring normalcy in the valley, the Centre's shortsightedness has pushed Jammu and Ladakh also into an incinerator of violence. This crisis is the BJP government's own creation - one it now seeks to unfairly ignore," he said.

National Conference president Farooq Abdullah said the Centre should hold talks with the people of Ladakh to address their aspirations.

"I want to tell the government that it (Ladakh) is a border state. China is lurking, they have occupied land. It is time to resolve it quickly. When asked about the government blaming activist Sonam Wangchuk for the violence, the former chief minister said the peace activist was not responsible for it.

"He (Wangchuk) has never left the Gandhian way. The youth have sidelined him today. He is not responsible for it. When they (BJP) lost elections, they imposed safety law and put people in jails. Now they are using CBI. More they use force to suppress, the bigger the danger. I want to tell the government of India not to use force and instead hold dialogue," he added.

Leh Ladakh Protest Live Updates: CBI begins inquiry into alleged FCRA violations

The Central Bureau of Investigation has begun an inquiry into alleged violation of Foreign Contribution (Regulation) Act against an institution founded by Ladakh-based educationist and activist Sonam Wangchuk, officials said on Thursday.

There has been an inquiry going on for some time but no FIR has been registered yet, they said.

Wangchuk told PTI that a CBI team came with "an order" about 10 days ago, saying that they are acting on a complaint from the Ministry of Home Affairs regarding alleged FCRA violations in the Himalayan Institute of Alternatives Ladakh (HIAL).

"The order said we have not taken clearance under FCRA to receive foreign funds. We don't want to be dependent on foreign funds, but we export our knowledge and raise revenue. In three such instances, they thought it was foreign contribution," Wangchuk claimed.

Wangchuk added that the councillor did deliver a remark in anger because the two people who were hospitalised yesterday belonged to his village, but believed that Congress does not have enough hold to influence the youth.

Given that over 90 per cent of Ladakh’s population belongs to the Scheduled Tribes, there has been a consistent demand to include the region under the Sixth Schedule. The Sixth Schedule under Article 244 of the Indian Constitution provides for the formation of autonomous administrative regions called Autonomous District Councils (ADCs), which govern tribal-majority areas in certain northeastern states. ADCs have up to 30 members with a term of five years and can make laws, rules and regulations on land, forest, water, agriculture, village councils, health, sanitation, village- and town-level policing, etc. Currently, there are 10 ADCs in the North East, with three each in Assam, Meghalaya and Mizoram, and one in Tripura.

The Sixth Schedule under Article 244 provides for the formation of autonomous administrative divisions — Autonomous District Councils (ADCs) — that have some legislative, judicial, and administrative autonomy within a state.

There was much enthusiasm initially, mostly in Leh, after the August 5, 2019 decisions that created two new Union Territories. Buddhist-dominated Leh district had long demanded UT status because it felt neglected by the erstwhile state government, which was dominated by politicians from Kashmir and Jammu. The enthusiasm waned as it was understood that while the UT of J&K would have a legislature, the UT of Ladakh would not. There had been four MLAs from the region in the erstwhile J&K Assembly; the administration of the region is now completely in the hands of bureaucrats. To many in Ladakh, the government now looks even more distant than Srinagar. Also, the changed domicile policy in Jammu and Kashmir has raised fears in the region about its own land, employment, demography, and cultural identity.
