LS nod to bills on mining, e-rickshaws

The bill envisages spending of a fixed percentage of revenue generated from mining on the development of local area.

Two Bills-one seeking to introduce the system of auctioning mines and the other paving the way to enable plying of e-rickshaws in Delhi-were passed in Lok Sabha Tuesday.

The Mines and Minerals (Development and Regulation) Amendment Bill, 2015, to replace the ordinance promulgated in January, was passed amid vociferous protests by members from TMC, BJD and RSP.

Steel and Mines Minister Narendra Singh Tomar said the bill once enacted will increase transparency, end discretion, augment production and benefit the local population.

The bill envisages spending of a fixed percentage of revenue generated from mining on the development of local area and abolition of discretionary power enjoyed by governments, which, as per the minister, abetted corruption.

Later, the House cleared Motor Vehicles (Amendment) Bill. Road Transport Minister Nitin Gadkari said the government had to bring an ordinance since the Bill could not be passed in Rajya Sabha in the last session and that it was aimed at helping e-rickshaw owners.
