Goa nightclub fire: Luthra brothers in Thailand, police focus on tracking third owner, raid Gurgaon residence

The police investigation into the Goa nightclub fire that killed 25 people has confirmed that there is a third owner, in addition to the brothers Saurabh and Gaurav Luthra who left for Thailand soon after the incident, and raids are on to arrest him.

Police said Ajay Gupta is allegedly a partner at Birch by Romeo Lane in Arpora village. A source said a Lookout Circular (LOC) was issued against him on Tuesday to ensure he doesn’t leave the country.

According to police sources, the Goa and Delhi Police conducted raids in Gurgaon, where Gupta lives with his family, but he was not there. “Gupta’s last known location was in the NCR as of Monday, and it is suspected that he is still in India,” a source said.

“As per the documents and records of the nightclub, police have found that three people owned it. There may be others who hold shares in the property or are involved in its functioning, but this will only become clear once all of them are arrested,” the source said.

According to the police, to trace the Luthra brothers, the CBI has initiated the process of issuing a Blue Corner Notice against them through Interpol at the request of the Goa Police. Such a notice is issued to collect additional information about a person’s identity, location, or activities in connection with a criminal investigation.

In Goa, a club owned by the brothers is set to be demolished today, while the one where the fire took place could also be razed, senior officials said.

The probe, top sources said, will also focus on fixing accountability – how the club managed licences from various departments despite violating several norms. “We are not ruling out collusion; the probe will shed more light,” said an officer.

A senior police officer said the brothers were in Delhi when the incident occurred around midnight on Saturday. When the Bureau of Immigration in Mumbai was contacted, it was found that both accused had taken a flight to Phuket at 5.30 am on December 7, just hours after the blaze.

Four people were arrested on Sunday, including the club’s chief general manager, Rajiv Modak (49), gate manager Priyanshu Thakur (32), bar manager Rajveer Singhania (32), and general manager Vivek Singh (27). On Monday, police arrested a fifth person, Bharat Singh, who ran daily operations at the club, from Delhi.

The FIR in the case flagged lapses such as the absence of fire safety equipment and emergency exits at the night club, and the lack of required permissions and licences.
