The Election Commission of India (ECI) has released the final list for the Special Intensive Revision (SIR) in Bihar on September 30, 2025 Tuesday. The list includes around 7.4 crore voters. The first draft was released in August earlier this year. 

The draft list had names of 7.24 crore voters who had participated in the voter verification process and submitted their documents. The final voter list has been uploaded on the ECI’s website.

How to check your name on Bihar final voter list?
To check if your name has been included in the final voter list, follow these steps:

65 lakh names deleted in draft
The Bihar SIR exercise has been under intense scrutiny from the Opposition for the deletion of 65 lakh names of people who had passed away, moved out, or whose names had been listed as duplicate entries. 

To be included in the new electoral roll, as many as 16.59 lakh voters submitted Form-6 during the claims and objections process under the voter verification exercise.

As per the SIR order, all existing 7.89 crore electors of Bihar were required to submit forms to remain on the draft roll. The draft roll published on August 1 had 7.24 crore electors, with the remaining 65 lakh removed after being marked dead, shifted, already enrolled elsewhere or untraceable.

All those electors added to the rolls after 2003, when the last intensive revision was done in the state, were required to submit documents proving their eligibility, including citizenship. The EC’s SIR order has been challenged in the Supreme Court. The next hearing is scheduled for October 7.

Bihar conducted first SIR in 22 years
The Special Intensive Revision (SIR) process in Bihar, the first since 2003, was launched on June 24, 2025. The exercise aimed to remove fake foreign citizens, duplicate entries, and transferred voters from the electoral rolls while adding new eligible voters was done after 22 years. 

Under this process, forms were collected from 7.24 crore voters. The first phase of SIR concluded on July 25, 2025, achieving 99.8 per cent coverage.

According to official data, 22 lakh voters have died, 36 lakh voters were not found at their registered addresses, and 7 lakh individuals have permanently shifted to new locations.
