According to the state information department, guidelines for the initiative have been issued on the instruction of Chief Minister Pushkar Singh Dhami. (Representational/ File) Taking into consideration the difficulties faced by school students in obtaining certificates such as proof of permanent residence, caste, and family income, which are needed to participate in competitive examinations, the Uttarakhand government has launched an initiative to provide these certificates at the schools themselves.
Under the initiative, called ‘Apanu School, Apnu Praman’, committees will be formed at the district-level under the chairmanship of the district magistrate, and including the chief education officer, to oversee the process. Teams including land and revenue officials, as well as data entry operators, will visit the schools, after which students of class 11 and 12 will be provided with the required certificates.

According to the guidelines, issued to all DMs, the committees chaired by the DMs in each district will assess the number of students in class 11 and 12. At the tehsil level, a committee constituted under the chairmanship of the deputy collector will get a date-wise roster prepared for the teams of officials and data entry operators visiting schools. An action plan will be prepared by determining the timeframe for the process of issuing these certificates. Weekly monitoring of the programme will be done at the district level.
The CM has directed that information about rosters prepared by the committees should be given wide publicity so that the schools are aware of them. Information about necessary documents for certificates will be made available to principals, students, parents, and local public representatives.
After the certificates are issued by the tehsildar or SDM after the receipt of the necessary fee and documents, the said certificates are expected to be made available to the principal of the school concerned within a week for distribution to students. Monitoring of the entire process will be done by the district-level committee in coordination with all SDMs, tehsildars and block education officers.
