THE Anti-Corruption Branch of the Central Bureau of Investigation (CBI-ACB),Pune,has registered an offence against a former director of the Central Institute of Road Transport (CIRT) for alleged forgery of hotel and travelling bills as well as cheating to misappropriate lakhs of rupees when he was at the helm.

As per CBI’s information,a case of cheating has been registered against Brigadier (retd) G Dinshaw for allegedly forging travelling allowance (TA) and dining allowance bills. Brig Dinshaw is now retired and according to CBI,the instances in question took place between 2011 and 2012 when he was serving as the CIRT director.

“We have found 12 instances,in which Brig Dinshaw had forged hotel and travel agency bills. In one of these instances,he had attached a fake hotel bill, the details of which included a room number. In reality, the hotel in questiondoes not even have a room with that number,” a senior officer with the CBI-ACB said. “We suspect he had cheated on money to the tune of Rs 10 to 12 lakh. Investigation is on,” he added.

CIRT was recently in the news in another case of cheating,in which nine persons, including CIRT employees and those of some private companies, have been chargesheeted for supplying around 90 buses to Delhi Transport Corporation (DTC) that were built with substandard marine sheets or plywood.

A senior scientist at CIRT,who was the CBI’s key witness in the case relating to supply of plywood, was dismissed from service in November 2011 on grounds that he had reported late to work. He had allegedly been 10 to 15 minutes late 10 times in seven months. After The Indian Express reported that he was being targeted for being a witness,he was reinstated in service.
