90 pc attendance must for college teachers

Soon not only students but even college teachers will have to follow norms for attendance. Every college teacher will need to conduct minimum 90 per cent of the total periods allocated to him/her,failing to which the principal of the college concerned will be held responsible.

The state government has been planning to bring in norms that will decide the responsibilities of principals and teachers. “The state will soon come up with a resolution in this regard,” Higher and Technical Education Minister Rajesh Tope told The Indian Express.

There will be strict criteria and principals of colleges will see to it that the college is fulfilling the criteria. The colleges will be given marks on the basis of these key performance indicators. Low scoring colleges will be eligible for action such as disaffiliation from the university.

“There is already a norm that requires at least 75 per cent attendance of students in colleges. Now,it will be responsibility of principals if students do not stick to the norms. Moreover,teachers will need to conduct at least 90 per cent periods,” said Tope.

“There is a growing trend of students not attending classes as they depend more on private coaching classes. Incidentally,college teachers also take disadvantage by not conducting classes. There is a need to stop this vicious circle,” he said.

He said the principals would also be held responsible for the results of the college.

“The move has been initiated to reform the higher education system. It has been observed that the quality of higher education has deteriorated due to various factors and it is high time we fix up responsibilities,” he said.

He said as the government has started providing salaries as per the recommendations of the sixth pay commission,the government expects accountability on the part of principals as well as college teachers.

Tope said he recently attended a presentation regarding various criteria to be taken into consideration for benchmarking principals. “After fine tuning these criteria the state government has listed around 18 criteria on which principals will be marked,” he said.

The other norms in the list include cleanliness in college,setting up of complaints redressal and anti-ragging cell.
