(Representational Image)The Maharashtra state government has initiated steps to modernise the offices of Inspector General of Registration (IGR) and Controller of Stamps across 37 districts, for which it has floated bids seeking an agency for the task.
The IGR office, operating across 36 districts, plays a pivotal role in effective implementation of various schemes and programmes, particularly land-related matters. With significant citizen interaction, the collection of stamp duty and registration fees ranks as the state’s third-largest source of tax revenue. Additionally, the department is tasked with the storage and retrieval of registered documents that date back to 1908.
The government now aims at standardising and modernising all 578 IGR offices at division, district and tehsil levels across the state. This ambitious transformation project seeks to enhance service delivery through seamless integration, unified management, monitoring, and a modern interface for citizens.
Implemented through a Public-Private Partnership (PPP) model, the selected bidder will invest in IT infrastructure, manpower and support services. Compensation for the selected bidder will be tied to Document Handling Charges (DHC) collected by the Department of Registration and Stamps which currently stands at Rs 20 per page from citizens.
“Any excess charges quoted by the selected agency above Rs 20 per page will constitute their margin of earnings or cost recovery for the project,” said the official.
The tender for the said project was to be opened on January 29, but was delayed as bidders had raised queries on the process.
An official said that during a pre-bid meeting, participants raised queries, including a request to revise the performance bank guarantee amount, originally set at Rs 65 crore. “Taking these concerns into account, a revised proposal has been submitted to the committee led by the state’s chief secretary. After feedback from the committee, bids will either be opened or the tender deadline extended,” explained the official.
In a parallel effort, the department has decided to expedite the modernisation of 50 offices in key districts such as Mumbai, Mumbai suburbs, Thane, Pune, Nashik among others, where property registration and stamp duty transactions form a significant bulk, without awaiting the completion of the tender procedure.
