Goa Night Club Fire News Today Live Updates:A technical evaluation of the fire that broke out at a nightclub in North Goa’s Arpora village on Saturday night has concluded that though emergency response was timely, the “absence of fundamental fire safety infrastructure and unauthorised hazardous external activities significantly contributed to the severity of the incident and the tragic loss of lives”. The fire at Birch by Romeo Lane left 25 people dead and six injured. The technical fire safety incident report, compiled by the Fire Department, said the tragedy reflects a critical failure in fire prevention engineering, regulatory compliance and life safety preparedness.

Birch by Romeo Lane came under scrutiny more than once, but evaded action: On Sunday, police booked Romeo Lane chairman Saurabh Luthra, club partners, managers and event organisers, with the FIR stating that the “restaurant was found operating without obtaining permissions/licences from the competent authorities”. The sarpanch of Arpora-Nagoa village panchayat, Roshan Redkar, on Sunday alleged that the structure was built without procuring a construction licence. Redkar said the nightclub was run by Luthra, and there had been a dispute between him and the land owner, and another dispute with his business partners, leading to some complaints. “After an inquiry, we issued a demolition notice after following due process. However, the demolition notice was stayed upon appeal,” Redkar said. In the evening, Redkar was questioned by the Goa Police regarding the demolition notice, and was subsequently released.

Who were the deceased?  All 25 victims killed in the tragedy have been identified, including 20 members of the staff and five tourists, authorities said. Among the five tourists who died in the inferno, four were from Delhi, including three members of a single family. The fifth tourist was from Karnataka. According to the list, 20 of the victims were staff members of the nightclub, including five from Uttarakhand, four from Nepal, three each from Jharkhand and Assam, two each from Maharashtra and Uttar Pradesh, and one from West Bengal. The maximum number of the victims (staff members) are from Uttarakhand, who have been identified as Jitendra Singh, Satish Singh, Surendra Singh, Sumit Negi, and Manish Singh.

Pradeep (24) and Binod Mahto (20), two brothers from Fatehpur village in Lapung, and Mohit Munda (22) of Govindpur village in Khunti district's Karra block died in the inferno that ravaged the North Goa club post-midnight on Sunday.

Agriculture Minister Shilpy Neha Tirkey, who coordinated with the Goa government to bring back the bodies, said all three workers belonged to her Mandar constituency.

"The bodies were sent to their native villages in special ambulances. I will request Chief Minister Hemant Soren for some welfare provisions for the families of the victims," she told PTI.

The Labour Department has handed Rs 50,000 each to the families of the victims as immediate assistance.

State Migrant Control Room's team lead Shikha Lakra, who received the bodies at the airport, told PTI the Labour Department has ensured that two of the family members of the victims who are still stranded in Goa are brought back to Ranchi by a flight in the evening.

These three people were among 14 staff members of the nightclub killed in the fire.

The brothers had migrated to Goa about a year ago and used to send around Rs 30,000 per month to support their family.

"Both were unmarried. They were scheduled to celebrate Holi with us next year," their elder brother Phagu had said.

The chief minister and his legislator wife, Kalpana Soren, have condoled the loss of lives in the blaze, describing it as "extremely heartbreaking and tragic".

The four Nepalese nationals are identified as Churna Bahadur Pun, Vivek Katwal, Sabin, and Sudeep. Those from Maharashtra include Dominic and Manoj Jora, while Rohan Singh and Sunil Kumar were from Uttar Pradesh. The lone victim from Darjeeling (West Bengal) was identified as Subhash Chetri.

Those from Jharkhand are identified as Mohit, Pradeep Mahto, and Binod Mahto, while three from Assam are Manojit Mal, Rahul Tanti, and Digambar Patir.

Kaun Goa nahi aana chaahta (who doesn’t want to come to Goa)?” asked Ashish Rawat, sitting outside the mortuary of Goa Medical College and Hospital on Sunday.

His cousin, Jitendra Rawat (24), came to the coastal state from their home in Uttarakhand’s Tehri Garhwal district six months ago and got a job as a chef. Jitendra was among the kitchen staff who died in the midnight fire at Birch by Romeo Lane in Arpora on Saturday night.

Of the 25 who perished in the blaze, 21 worked at the restaurant, most of them migrants looking for a modest life, earning anywhere between Rs 15,000 and Rs 25,000 a month. Many of the family members The Indian Express spoke to said they had no resources to take the bodies back home. “I heard he and others suffocated to death in the kitchen. No one comes here to die,” Rawat said.

From Uttarakhand to Jharkhand, from Nepal to Assam – the victims were employed as cooks, chefs, or support staff at the restaurant. Preliminary probe suggests that many in the kitchen suffocated as smoke engulfed the club’s basement, leaving them trapped with no exit. The families of almost all the men questioned why they were made to work in a set-up that could so easily become a death trap.

Three migrant workers from Jharkhand were among the dead. They included brothers Binod Mahto (19) and Pradeep Mahto (22) from Lapung in Ranchi, who arrived in Goa a few months ago and did odd jobs in housekeeping before taking up “cutting work” in kitchens.

“They were unmarried and had their whole lives ahead of them,” said Narayan Mahto, their uncle. “Gaon mein bahut gareebi hai (There is a lot of poverty back home). There are no jobs, so the youth have to come here for a livelihood.”

“We are being told that the blaze was caused by fireworks on the upper deck. My nephews died while doing their jobs, and no one came to rescue them,” he said.

Bikash Munda from Khunti district in Jharkhand, whose younger brother Mohit (18) died in the fire, said, “My father is a farmer. I work in a lounge in Goa, and my brother came here a year ago. I have no words to describe my pain.”

Also among the victims was Churna Bahadur Pun, a 30-year-old chef from Nepal’s Dang district. “At 4 am, one of his

colleagues informed me that he suffocated in the fire. It is disturbing that no one came to help the trapped men,” said Padam Rawat, a relative. “He would send his wife and daughter money every month. It will take two days for his family to arrive.”

Rahul Tanti (26) from Silchar in Assam was working in the kitchen and fainted near the staircase when smoke engulfed the premises, said his cousin, Shibreem, adding, “If only someone had helped him...” “He came to Goa about five years ago and worked at many restaurants as a chef. He said cooking is all about giving and sharing. He has a wife and three children,” said Tanti.

Goa CM Pramd Sawant held a series of meetings with high-ranking officials from the state administration and home department to review the situation following the tragic fire.

  • The DGP was directed to take strict punitive action against the owners of the club, Saurabh Luthra and Gaurav Luthra, against whom an FIR has been registered, Sawant said, adding the duo would be soon arrested.
  • The club's chief general manager Rajiv Modak, general manager Vivek Singh, bar manager Rajiv Singhania and gate manager Riyanshu Thakur were arrested by the police, the CM said.
  • The government has also formed a committee of South Goa Collector, Deputy Director of Fire and Emergency Services and Director of Forensic Laboratory to inquire into the incident, he informed. The committee will submit its report within a week.
  • The government has worked out measures to ensure that such incidents do not occur again, the CM said.
  • An advisory will be issued to all the nightclubs and other establishments in the hospitality sector asking them to take adequate safety precautions, he added.
  • Government officials who allowed the club to operate -- even though it violated several rules -- would be suspended during the day, Sawant said.
  • The state authorities will also conduct an audit of clubs which operate without permissions and also the places where there is a possibility of people gathering in large numbers, the chief minister said.

    The FIR was lodged on the complaint of Sub-Inspector Navneet Goltekar at Anjuna police station. It named the chairman of Romeo Lane, Saurabh Luthra, his brother Gaurav Luthra and unnamed partners, manager, event organisers and other managing staff as the accused. 

    The FIR said the accused persons, “who are the owners, partners, manager, event organiser and other managing staff of Birch by Romeo Lane, Arpora… without taking proper care and caution, without providing fire safety equipment and other safety gadgets, organised [a] fire show at their restaurant/club which resulted in a serious fire due to which 25 innocent people succumbed to death and also caused injuries to tourist[s] and staff, inspite of having full knowledge that organising such a show may lead to serious fire accidents…”

    The FIR said the restaurant “did not have an emergency exit door on the ground floor as well as on the deck floor to evacuate in case of emergency”.

    “The said restaurant was found operating without obtaining permissions/licenses from the competent authorities,” it added.

    The FIR was lodged under BNS sections 105 (culpable homicide not amounting to murder), 125 (act endangering life or personal safety of others), 125 (a), 125 (b) and 287 (negligent conduct with respect to fire or combustible matter) read with section 3 (5) (common intention).

    The night club fire appears to have started on the club’s first floor and later engulfed the entire premises, according to the preliminary probe.

    In many incidents of fire in public spaces, specially enclosed areas like restaurants, clubs, offices or cinema halls, most fatalities are because of suffocation and not flames. Here is why this happens, and how one can stay safe.

    Various studies in India and the world have shown that when a fire breaks out, most fatalities are not because of burns, but because of asphyxiation. For instance, a 2020 report by the National Institute of Disaster Management (Fire in India: Learning Lessons for Urban Safety) says, “Fire is considered the deadliest hazard because of its side effects apart from burning… most of the victims in a fire die of asphyxiation due to smoke and lack of oxygen.”

    As a fire burns, it consumes all available oxygen in the area. The smoke it generates is full of toxic gases like carbon monoxide, which when inhaled, can get into the lungs and the bloodstream.

    The National Fire Protection Association (NFPA), an American non-profit, says, “Often smoke incapacitates so quickly that people are overcome and can’t make it to an otherwise accessible exit…Carbon monoxide (CO) can be deadly even in small quantities, as it replaces oxygen in the bloodstream. Hydrogen cyanide results from the burning of plastics, such as PVC pipe, and interferes with cellular respiration. Phosgene is formed when household products, such as vinyl materials, are burned. At low levels, phosgene can cause itchy eyes and a sore throat; at higher levels it can cause pulmonary edema and death. Read more

    Goa Night Club Fire News Today Live Updates: The fire at a Goa nightclub, which left 25 people dead, started after some firecrackers were set off during a belly dance performance, eyewitnesses said.

    “We have been coming to Goa for several years. We decided to go to this club for dinner. A DJ had performed around 10 pm and everyone was dancing. At least 200 people were in the club,” said an eyewitness, who was at Birch by Romeo Lane when the fire broke out on Saturday late night.

    He was part of a group of four friends from Karnataka, who were on a short vacation to Goa. The group, in their 20s, work corporate jobs and arrived in Goa on Friday for a weekend trip.

    Around 11.30 pm on Saturday, during a belly dancing performance on stage, he said, the club management used some firecrackers. “Those firecrackers came in contact with some bamboo, fibre and grass type material, which had been used for decor. This caused some sparks and fumes on the roof…and within a few minutes, there was an inferno,” the eyewitness, requesting anonymity, said.

    Aam Aadmi Party (AAP) Goa unit president Amit Palekar, in a post on X, questioned why the BJP-led state government had not taken any action against the nightclub, which had allegedly not followed norms despite the issue being raised in the state assembly.

    "When CM @DrPramodPSawant admits that the club had not followed norms, how has @BJP4Goa Government led by him and authorities not taken any action so far when the issue was also raised in the assembly. Are you going to make officials, including the Panchayat body, accused for the tragedy?" he wrote.

    Palekar further claimed that the Sawant-led government had lost the "moral right" to stay in power, as it had failed to control the administration, which had become "corrupt to the core".

    "@PMOIndia should know that your government is responsible for the loss of lives. Black day and shame on you, BJP, utterly shameless and corrupt. How did they get a fire NOC when there was no exit plan shown?" he wrote in the post.
