High Court seeks rules on use of police funds

The Bombay High Court has directed the state to produce rules regarding the use of police funds. The court on Wednesday observed that borrowing money from police’s secret fund for personal purpose was inappropriate.

A division bench of Justice Bilal Nazki and Justice A R Joshi is currently hearing a PIL filed by a Pune-based Citizens’ Organisation for Public Opinion,which alleged that former CID chief Jayant Umranikar had misused his powers.

According to the oraganisation,Umaranikar’s subordinate officers forced Sanjay Randive,a travel agent,to procure air tickets worth Rs 53,000 for Umranikar,his wife and son. He had been arrested in a visa racket case and was in the custody of CID.

The incident dates back to April 2006,when Umranikar was the chief of the CID. Umaranikar contended that he had paid the money to Randive using police’s secret fund. But this made the court ask him whether such use of the fund was proper.

The EC will announce the schedule for the Special Intensive Revision of electoral rolls in multiple states, including Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal, on Monday.
