Development rules for smaller cities

The state government plans to introduce development control rules in smaller municipal councils to control the haphazard growth of cities.

The state government plans to introduce development control rules in smaller municipal councils to control the haphazard growth of cities. The urban development department has drafted a proposal to apply the rules,now applicable to municipal corporations in big cities,to smaller cities as well.

The district collector is now in charge of development in smaller towns while the development control rules will allow use of additional floor space index (FSI) by councils in rural areas. The proposal will soon be put up before Chief Minister Prithviraj Chavan for approval.

The urban development department wants to extend the benefits of FSI,transfer of development rights (TDR) and cluster development to such parts of the state by introducing the development control rules. “There are norms that can be set in terms of buildings,roads and parking in towns and villages. It is required for planned development as even villages are experiencing rapid growth,” a senior department official said.

Department sources said building plans were now approved in smaller towns and villages only in relation to the road length and width while the concepts of additional FSI and Mhada housing were not applicable.

A study group,comprising deputy directors of town planning from Pune,Konkan and Nashik,has been constituted to check if the development control rules need to be and can be introduced in the smaller towns. The group had visited Gujarat and Tamil Nadu and studied patterns of development in these states for nearly six months. It had recommended the introduction of development rules in smaller municipal corporations and councils as well.
