J&K’s two-part Budget session begins February 2

According to the provisional calendar issued by Assembly Speaker A R Rather, the session will begin with the Address of Lt Governor Manoj Sinha on February 2.

The Jammu and Kashmir Legislative Assembly will hold its 2026-27 Budget Session in two parts — the first from February 2 to 19 and the second from March 27 to April 4.

According to the provisional calendar issued by Assembly Speaker A R Rather, the session will begin with the Address of Lt Governor Manoj Sinha on February 2.

Over the next three days, there will be a discussion on the Motion of Thanks to the LG’s Address, followed by the government’s reply.

The presentation of the annual budget for 2026-27, along with the supplementary statement of expenditure for 2025-25, will take place on February 6.

This will be followed by a general discussion on the budget on February 7, 9 and 10, with the finance minister replying to the discussion by MLAs on the last day.

Thereafter, for the next seven days, the House will take up demands for grants from various departments before adjourning on February 19.

The Assembly will resume sittings on March 27 after a gap of 35 days, and the second part of the session will continue till March 4, as per the provisional calendar issued by the Speaker.

The Budget Session has been advanced by nearly a month in view of the holy month of Ramzan, when Muslims observe fast.

Chief Minister Omar Abdullah, who also holds the finance portfolio, had presented the last budget on March 7 during Ramzan last year.

Addressing the House for nearly one hour and 45 minutes on the sixth day of Ramzan fasting, he had expressed his intention not to present a budget again during Ramzan.

After concluding his speech, he had said he would never again present his Budget while fasting for Ramzan, saying he would either advance or postpone the session “or request the Speaker with folded hands to arrange the session around 6.30 pm after breaking the day-long fast”.
