Dealing with the issue of traffic snarls, the state government had earlier informed the court that Mumbai traffic constables had been empowered to impose fines on offenders. The court observed that with this power having been conferred on the constables, “traffic police will enforce discipline”. Advocate J S Saluja, who had earlier appeared for the state’s traffic department, told the court that constables had been enjoying these powers since December 3, 2014.

According to earlier court orders, the Brihanmumbai Municipal Corporation (BMC) had also been directed to have all zebra crossings and stop lines painted by December 18.

An affidavit submitted by Saluja on behalf of the department listed the steps taken towards traffic management in the city. “In view of the increase in the numbers of constable staff, police will have at least one traffic police constable at each

traffic signal and on each pedestrian crossing,” it said. Recommendations have also been forwarded to the BMC for installation of additional traffic signals.
