PU cracks the whip on ‘lazy’ colleges

The Panjab University has decided to take to task all colleges that delay in submitting registration details of students.

The Panjab University (PU) has decided to take to task all colleges that delay in submitting registration details of students. As penalty, the university may impose fines as high as Rs 3,000 per day per student, depending upon the period of delay.

It was during a meeting held at the PU campus on Friday that the decision was communicated to all the affiliated colleges. PU Vice-Chancellor Prof R C Sobti chaired the meeting.

If colleges fail to submit enrollment details by September 30,a penalty of Rs 1,000 per day per student will be imposed until October 31. Thereafter, the colleges will shell out Rs 2,000 per student per day till December 15,failing which the penalty would rise to Rs 3000 per student per day till February 28. The university is yet to decide on what action to take if in any college defaults beyond February 28.

The University’s decision to impose penalty is an effort to ensure that colleges submit the student enrollment details within the stipulated time.

Talking to Newsline,a senior faculty member and also a Fellow with the university said,“There have been times when colleges do not send in the details until as late as January. In effect,it delays the preparation and disbursement of roll cards to students. Also, this will help avoid the chaos experienced by us,courtesy delay on part of the colleges.”

Also discussed at the meeting was the new admission procedure to be implemented from the coming academic session.

On the issue of admissions to postgraduate courses, the university has proposed that for colleges conducting a written test,60 per cent credit should be given to the academic background of the candidate and 40 per cent to the entrance exam. Admissions to PG courses in these colleges were until now being conducted on the basis of merit.

Proposals shuttle between Senate,panels
Even though numerous proposals are put forward by the authorities in Panjab University, most fail to be implemented. The reason: Once a proposal is sent to any committee for modification rarely does it return to the Syndicate for final approval. Recently,a scheme to allow candidates to see their entrance test answersheet on the payment of Rs 10,000 was discussed. A proposal allowing students to write their PhD entrance exam in regional languages is also awaiting a committee’s decision.
