The Anti-Corruption wing of Lucknow CBI arrested a local transporter in Lucknow on Wednesday in the 2004-05 BPL food grain scam in Lakhimpur Kheri.
On November 1,2008,the agency had registered a case against 10 sub-divisional magistrates (SDMs) and 90 others for alleged embezzlement of over Rs 7 crore across 17 blocks of Kheri district.
A CBI official said the transporter Jagdish Prasad Gupta is the first person arrested in the case. Guptas trucks were used to carry the grain from State Food Corporation (SFC) godowns to the blocks,from where the consignment were picked up by PDS shop owners. According to norms,the shop owners had to deposit bank drafts to the local SDM before receiving the grains.
The CBI found that Gupta collected the grain from SFC godowns,but never delivered it to the blocks. He made bank drafts in the name of PDS shop owners and deposited them at the SDM office. Since the drafts were deposited,documents at the blocks showed the grains had been handed over to PDS shops.
He then diverted the grains to Bangladesh and sold them at a much higher price. To transport the grain from Kheri railway station,he submitted fake receipts issued by the governments Kheri Mandi Parishad,which showed that the grains were purchased from open market at market prices. The government officials at the SFC,blocks,SDM office and the Mandi Parishad were also involved in the racket and their roles were being probed,he said.
A Special Investigation Team of the UP Police probed the case before it was transferred to the CBI.
