The three-tier panchayat elections for the posts of gram panchayat heads,gram panchayat members,kshetra panchayat members and district panchayat members will be held in four phases beginning from October 11. Two districts Etah and Kanshiram Nagar districts have,however,been excluded from the poll notification because of the stay order of High Court. A PIL is pending before the High Court in this regard, said J P Singh,Joint Election Commissioner.
The Mayawati government has already amended the states Panchayat Act to introduce rotational system in the reservation of seats this year. With the state gearing up for adequate security arrangement in the wake of impending verdict on Ayodhya title suit,
State Election Commissioner (Panchayat and Local Bodies) Rajendra Bhownwal said the notification will not be withdrawn. The orders have been issued only after reviewing the situation and there is no problem in holding the elections, he said.
Although the party symbols will not be used during the elections,it continues to trouble all the major political parties from the ruling BSP to the main opposition party SP.
While the SP has decided to keep itself away from the panchayat polls,the ruling BSP has made it clear that no party functionary would be made candidate for the polls. If any BSP functionary wants to contest the panchayat polls,he or she has been told to resign from the party post before filing the nomination papers.
With the Assembly elections just a year and half away,all the political parties are taking a cautious approach and do not want to get involved in it. The BSPs concern is that it does not want to see the panchayat polls being projected as semi-final before the next Assembly elections.
