Engineer ‘manhandled’ by SP MLA shifted

The government on Friday transferred Hargovind Chaubey,assistant engineer of the UP Processing and Construction Cooperative Federation Ltd (PACCFED),who was allegedly manhandled by local Samajwadi Party MLA Narad Rai and his aides in Ballia district on Monday.

However,no FIR has yet been lodged on the engineer’s complaint which was given to city Kotwali police station on Tuesday. Ballia SP Onkar Singh said the Kotwali SHO is conducting an inquiry into the engineer’s complaint.

A local SP worker Bheem Chaudhary had handed over a complaint against the engineer at the police station on Monday,alleging financial irregularities in the construction work.

An official statement said Cooperative Minister Shivpal Singh Yadav has ordered a high-level inquiry into the construction work going on at Ballia district hospital under NRHM scheme. It said Chaubey had been attached to the Lucknow headquarters in order to get an impartial inquiry conducted.

The minister said the PACCFED executive engineer at Ballia will head the technical inquiry cell which will conduct the enquiry.

PACCFED MD P N Singh Yadav said,“Engineer Hargovind Chaubey has been transferred to Lucknow headquarters as he is found guilty of violating government service rules by going to the media. There were also complaints of irregularities in construction work against him.”

Chaubey had alleged in his complaint that MLA Narad Rai had manhandled and humiliated him publicly and later handed him to the local police station where he was detained for about three hours. He was released from police custody following intervention of the district magistrate.

He had also alleged that the MLA was demanding cut money of Rs 25 lakh for carrying out the construction work at the district hospital of Balia. The MLA had denied the allegations.
