A bill meant to replace the ordinance promulgated to give effect to the Supreme Court judgment striking down reservation in promotions,introduced by the previous Mayawati government,was today passed by the UP Assembly.
The UP Public Service (SCs,STs and OBCs Reservation) Amendment Bill,2012,was passed by voice vote amid unruly scenes by the opposition BSP,whose members trooped into the Well shouting slogans against the Samajwadi Party government.
The bill was tabled in the house by Revenue Minister Ambika Choudhari. Opposing the bill,Leader of Opposition Swami Prasad Maurya said the state government was not doing justice to the Dalits. He termed the Bill as anti-Dalit.
Earlier on May 6,Governor B L Joshi had given assent to the ordinance that amends the UP Public Servants (Reservation for Scheduled Castes,Scheduled Tribes and Other Backward castes) Act,1994,abolishing reservation in promotions for government employees. The government had also deleted rule 8 (a) of the UP Government Servants Seniority Rules,which conferred the benefit of consequential seniority on SC/ST employees,giving them an advantage over other employees.
On April 27,the Supreme Court had upheld the Allahabad High Court decision which quashed the UP governments policy of reservation in promotions.
