The Opposition Left Front on Thursday criticised the state government for presenting a budget that kept its resource mobilisation plans a mystery. The Front also accused Finance Minister Amit Mitra of creating fiscal anarchy in the state by not presenting a full-fledged budget.
Either you should try to understand your job or quit, Leader of the Opposition Surya Kanta Mishra said at the end of his speech in which he criticised Mitras annual financial statement placed in the Assembly.
You have projected a 31.34 per cent growth in revenue receipt but you have not made it clear where you will get the revenue from. There are no tax proposals. We have heard the government is placing a Finance Bill on August 29. But we dont know whether there will be tax proposals there or not. Secondly,we have read in newspapers that the state government has got some money from the central government. But it has not been mentioned in the statement. Thirdly,there has been mention in the increase of allocation of funds of a few heads but they do not include agriculture,commerce and industries,minorities development,etc,and it is very strange. In fact,this budget has no direction and is aimed at bringing fiscal anarchy in the state, Mishra said.
Former land and land reforms minister Abdur Rezaq Mollah,while thanking the TMC-led government for submitting a simple budget,urged it to impose taxes on costly items.
There are things like imported cigarettes,foreign liquor,imported perfumes,etc,and the government can easily impose taxes on them, Mollah said.
Congress member Sukhvilas Verma advised the government to increase revenue receipts by various means.
The debate remained inconclusive.
