Govt sets terms of reference for probe

The three-member committee headed by Home Secretary Ardhendu Sen that was set up by the state government to probe the February 15 Naxal attack on EFR’s Silda camp will look at the location and strength of the police outposts in Maoist strongholds...

The three-member committee headed by Home Secretary Ardhendu Sen that was set up by the state government to probe the February 15 Naxal attack on EFR’s Silda camp will look at the location and strength of the police outposts in Maoist strongholds,among other things,and suggest measures to fortify them,according to the terms of reference released today.

The two other members of the committee are — ADG (CID) Raj Kanojia and IG (Western Range) Zulfiqar Hassan.

On February 22,when the committee was formed,the state government named Kuldim Singh,then IG (Western Range),as the third member.

The very next day,Singh was transferred as IG (Organisation) while Hassan took his charge.

The committee will have to submit its report in two months.

What the terms of reference of the committee include:
* Strength of the camps,outposts and thanas,whether adequate or not
* Location of the camps,outposts,whether properly selected
* Fortification in the camps,outposts,thanas
* Systems of sentry duty
* Facilities in the camps,outposts,thanas
* Early warning systems in use
* Training of personnel deployed in LWE affected areas
* Regular replacement and rotation of personnel
* Arms and weapons in use
* The state of alertness of personnel
