JCP: Head constables cannot stop commercial vehicles

Taking note of several complaints of head constables demanding bribes from commercial vehicles, the Traffic Police on Tuesday said officials of that level do not have the powers to take action against them.

“We have come across cases of misuse of powers by head constables of the Traffic Police, wherein commercial vehicles were being needlessly stopped at certain intersections, and money collected on the pretext of violating traffic rules,” Joint Commissioner of Police (Traffic) Satyendra Garg said.

Garg said the department has come across several cases of the kind, and commercial vehicles were being stopped by head constables at areas such as Punjabi Bagh Circle,Azadpur Mandi and Badarpur “even though they do not have any such powers”.

“The policy remains the same. The head constables are not supposed to stop any vehicles. We would like to clarify that head constables cannot stop commercial vehicles even for offences such as jumping lights or halting ahead of the stop line,” he said.

However, the vehicles would be issued notices for offences of the kind,Garg said, adding,“A head constable can only assist a zonal officer in prosecuting an offender.”
