In the wake of the upcoming G20 Summit and festival season, the Ghaziabad Police Commissionerate has imposed prohibitory orders till October 15 to ensure peace and maintain law and order in the district.
The Summit will be held in New Delhi from September 9 to 10. Several festivals are also lined up over the next two months: Janmashtami (September 6/7); Chehallum (September 7); Vishwakarma Puja (September 17); Eid-ul-Milad (September 28); Gandhi Jayanti (October 2); Maharaja Agrasen Jayanti (October 10).
The commissionerate has issued a list of 26 restrictions that will be enforced during the said period under Section 144 CrPC.
The order issued Saturday states: “Five or more persons will not gather at any public place for a dharna, procession, demonstration etc., without the order of the competent authority nor will they encourage anyone to do so. No person will organise any programme during festivals without prior permission. This restriction will not be applicable to marriages and funerals.”
It further said that the Supreme Court’s orders and the Noise Pollution (Control and Regulation) Rules 2000 regarding sound intensity of loudspeakers and DJs during festivals have to be followed.
According to the rules, the maximum sound intensity has been set at 75 and 70 decibels during the day and night in industrial areas, 65/55 decibels in commercial areas, 55/44 decibels in residential areas, and 50/40 decibels in quiet areas.
“No caste-specific person or group of persons shall go to their city, village, locality or any other place and do any such work which is likely to generate caste violence and other disputes. Such elements, whose movement etc. have a bad effect on communal harmony and public peace, are banned. No person shall carry any type of weapon, explosive material etc. nor display them in public,” said the order.
The commissionerate has also said that no drones can be used without permission. “Any type of election campaign material, advertisement or printed pamphlet will not be used by any person, candidate, or political party without prior permission. Apart from this, no person or group will raise slogans, posters etc. inciting any kind of religious, class related or caste sentiments nor will distribute such pamphlets,” states the order.
Along with this, rules have been formed for areas around examination centres. The Commissionerate said there will be restrictions on the movement of more than four people in the perimeter of 200 metres from the examination centre. There will be a complete ban on the use of photocopiers and scanners in a perimeter of 1 km from the examination centre.
