Discom launches biggest anti-theft drive to plug losses

With the new year,private power distribution company BSES set in motion the Capital’s largest anti-power theft raids in recent years,aimed to reduce the Actual Technical and Commercial (AT&C) loss of energy that currently stands at approximately 20 per cent. To put it simply,for every 100 MW of energy that Delhi either secures or generates,20 MW is lost either due to technical errors or theft. What makes the loss figures alarming is that for each percentage of AT&C loss,Delhi’s power sector loses Rs 90 crore per annum in revenues.

When the power sector was privatised in July 2001,Delhi’s loss figures stood at 60 per cent,which accounted for the long blackouts that were a norm in the Delhi Vidyut Board era. Since then,the figure has dropped remarkably due to a set of efficient policies and smarter technology. However,with the massive financial crunch the discoms claim to face,bringing down the loss figures has taken on greater significance.

In the last two weeks,BSES has conducted over 200 mass raids,indicating that it is likely to conduct many more raids over the next two-and-a-half months. “For increased effectiveness of the drive and prevention of power thefts,the raids are being carried out 24×7. A total of 125 areas are being targeted across South and West Delhi,” a statement issued by the discom states.

BSES has been taking the help of the Delhi Police to conduct these raids. “The discom is relying heavily on modern analytics and technology for increased effectiveness. For the purpose,the energy input data from over 6,000 distribution transformers is being collated and analysed by a centralised team,after which the power theft locations are being narrowed down significantly,” a BSES official said.

“Whenever we find someone flouting the law and stealing electricity,we raid that unit and file a case of theft with the electricity tribunals and also levy a fine on the accused,” a BSES official added. The fine is over five times the cost of the actual value of power robbed,thereby serving as a deterrent.
