Colonies can’t be regularised before Games, says Sheila

Chief Minister Sheila Dikshit has accepted for the first time since the Assembly elections that work on unauthorised colonies will take time and that they cannot be regularised ahead of the Commonwealth Games.

“The development work cannot be completed this year. There is a multiplicity of authority and there are problems in coordination between each of them. In another two years,we will be able to provide electricity and water to all unauthorised colonies,” Dikshit said on Tuesday.

A total of 1,439 such colonies fall under the MCD’s jurisdiction, whereas the rest — 200 colonies — have come up in development areas.

In the verification process, till now nearly 300 colonies have been rejected on various accounts and will not come up for authorisation.

The government has now fixed a time line for all departments to finish their bit of work. The MCD has been given four months for the scrutiny of layout plans and another month to check the built-up status of the colonies. The agency has agreed to hold camps and call representatives of 50 colonies everyday to complete the process. The MCD has received information about 511 colonies till date.

The DDA and ASI have also been given one month each. The DDA will scrutinise the layout plans of the colonies, while the ASI has to check on colonies that are encroaching upon heritage sites. The DDA has already cleared 1,300 colonies; the ASI,meanwhile, has cleared 1,577 colonies. The Forest department has also been given a month to complete the process of checking whether any of the colonies are encroaching upon reserve forest land. They have verified 1,334 colonies so far.

The government is thinking of allocating an additional amount of Rs 500 crore for development work.
