IPS officer Y Puran Kumar alleges caste bias in ‘suicide note’, names top officers

Alleging “caste-based discrimination, public humiliation, targeted mental harassment and atrocities”, Haryana-cadre IPS officer Y Puran Kumar, 52, who was found dead with a gunshot wound at his residence in Chandigarh on Tuesday, has named nine serving IPS officers of the Haryana Police, a retired IPS officer, and three retired IAS officers in a purported “suicide note”.

Meanwhile, Kumar’s wife, IAS officer Amneet P Kumar, who was in Japan on an official trip, returned on Wednesday and filed a police complaint seeking an FIR against Haryana Director General of Police (DGP) Shatrujeet Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya, alleging a “well-planned conspiracy” to implicate Kumar in a “frivolous and mischievous complaint by fabricating false evidence”. Both Kapur and Bijarniya did not respond to calls and text messages seeking their response on the issue.

A senior police officer denied the allegations and said these were a response to the government’s “crackdown on corruption”.

In a press release, the Chandigarh Police confirmed the recovery of a “will and final note” and said “further investigation” was being carried out. Chandigarh Police DGP Sagar Preet Hooda did not respond to calls and text messages on the issue.

“A suicide note was recovered, in which Y Puran Kumar has mentioned about his issues with the administration, and he has also named a few senior officers of Haryana Police. The matter is being investigated,” a senior Chandigarh Police officer said. “The suicide note and the allegations made in it are being inquired into at present, so the names of the senior Haryana officers cannot be disclosed,” the officer said.

In an eight-page “final note”, titled “Continued blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities by concerned senior officers of Haryana since August 2020 which is now unbearable”, Puran Kumar, who belonged to a Scheduled Caste, has recalled incidents of alleged “mental and administrative torture”. He has alleged that he was hounded for visiting a temple, refused sanction for leave due to which he could not meet his father before his death, sent to “non-existent posts”, and faced “false and malicious proceedings”.

The 2001-batch IPS officer, who was posted as Inspector General, Police Training Centre, Sunaria-Rohtak, since September 25, has claimed that he filed various complaints and requests, seeking “equity of treatment as an IPS officer” – on issues like application of service rules for places of worship, “timely sanction of earned leave”, allocation of official vehicle as per entitlement, official accommodation as per standing orders, and application of Ministry of Home Affairs (MHA) guidelines and rules for promotion and cadre management of IPS officers. But all his representations and complaints were “ignored” and “used vindictively and in a revengeful… and mala fide manner,” he has alleged.

Kumar has alleged that he repeatedly raised these issues at the top level, but “no action was taken”. “Continued discrimination by not giving me my arrears, posting on non-existent posts, not finalising representations, including performance appraisal reviews-related representations, humiliating, harassing and insulting me in public view, deliberate and continued attempts to initiate false, vexatious and malicious proceedings against me… that too based on anonymous/ pseudonymous complaints…. compelled me to take this extreme step as I cannot bear this any longer,” he has alleged.

In the last four pages of his note, he has elaborated on the alleged role of the senior IPS and IAS officers, including a top bureaucrat, in “torturing” him “mentally and administratively”.

While he has accused a senior IPS officer of “caste-based discrimination, public humiliation, targeted mental harassment and atrocities”, he has alleged that a senior IAS officer rejected his leave application. “I could not visit my father for the last time before his death… (it) causes me continued immense pain and mental harassment and is an irreparable loss till date,” he has alleged.

He has also alleged that his name was “going to be maligned” by an SP-rank officer at the behest of a senior officer.

Amneet also alleged this in her four-page complaint to the police. “While official narratives suggest suicide, my soul cries for justice as a wife witnessing years of systematic humiliation, harassment and persecution inflicted upon my husband by senior officials including Shatrujeet Singh Kapur, DGP (Haryana). My husband had reasonably learnt and intimated to me that a conspiracy is being hatched on the directions of DGP (Haryana) Shatrujeet Singh Kapur and he would be falsely implicated in a frivolous and mischievous complaint by fabricating false evidence. Subsequently, most cruelly, just before his death, on the directions of DGP (Haryana) Shatrujeet Singh Kapur, a false FIR-No. 0319/2025 under Section 308 (3) BNS, 2023 was registered at Police Station, Urban Estate, Rohtak, dated 06.10.2025, against staff member of my husband, Sushil, and, under the well-planned conspiracy, my husband was being implicated in the said case by fabricating the evidence against him, which pushed him for his final anguish,” she said.

“Regarding this case, he had contacted DGP Shatrujeet Singh Kapur and had a conversation with him, but at that time the DGP had hushed up the conversation. Further, my husband had also called Narendra Bijarniya, SP, Rohtak, but he intentionally did not answer his call,” she said. “The eight-page suicide note, a document of a broken spirit, lays bare these truths and names of numerous officers whose relentless actions pushed him to the edge,” she said.

“I request you to please register an FIR under Section 108 BNS, 2023 (earlier Section 306 of IPC) and other relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act against Shatrujeet Singh Kapur, DGP, Haryana, and Narendra Bijarniya, IPS, SP, Rohtak and immediately arrest them without delay as both the accused are powerful persons and are holding influential posts and will make all efforts to manage the situation in their favour, hampering the investigation, including tampering of evidence and influencing the witnesses,” she said.

Meanwhile, Chandigarh Police officers met Amneet at her residence on Wednesday and recorded her statement. Sources said she has “refused to allow the post-mortem examination until action is taken against the persons whom her husband has blamed for his death”.

“Amneet said that she spoke with Kumar earlier in the day — about an hour before he allegedly shot himself dead. She mentioned that she was travelling in the metro train when she spoke at length with her daughter on video-call. There were no signs of any depression or disturbance. She has told the Chief Minister and Chief Secretary that she wants justice and will not agree to a post-mortem examination until a case is registered. She has questioned how those responsible for her husband’s death can go scot-free,” said sources.

Amneet’s brother, Amit Rattan, is an AAP MLA from Bathinda Rural seat in Punjab; his wife, Sanmeet Kaur, is a 2007-batch IPS officer. In February 2023, Amit Rattan was arrested in an alleged bribery case by the Punjab Vigilance department; he was later released.

In its press release, the Chandigarh Police said “some CCTV cameras were analysed by the team”. “Request was moved to DHS (Director, Health Services) Chandigarh for constitution of a medical board with a forensic expert for post-mortem. Further, additional rooms in the residence which were inaccessible yesterday and were sealed by the team, were visited by team of CFSL… wherein another copy of will and final note were recovered. Some electronic devices were also seized from the residence. A complaint has been received… from Amneet P Kumar in the matter. Further investigation is underway,” it said.
