‘Samwartak will be hanged if found guilty’

Even though Director Public Instructions (Schools) Samwartak Singh Khangwal has started attending office regularly,he has been stripped of his powers.

Even though Director Public Instructions (Schools) Samwartak Singh Khangwal has started attending office regularly,he has been stripped of his powers.

Samwartak has rather become a ‘dummy head’ with the Home Secretary clipping his wings and barring him from attending any meetings owing to the pending enquiry against him in the teachers’ recruitment scam.

A blanket ban has also been imposed on his power to take decisions. While the Administration acted swiftly and removed him from the selection committee of teachers, his say in policy decisions, too, has been reduced.

“Samwartak has been banned from attending any meeting. He may be clearing files and working but no significant matters are being channelised through him. He would work in this capacity till his name is cleared from the controversy,” said UT Home Secretary Ram Niwas.

Matters pertaining to admissions, departmental promotion committee and salary scales are being handled by the Home Secretary himself now.

Niwas added that Samwartak can neither clear any bills nor give his nod for purchases to be made by schools.

On being asked as to why the DPI(S) has not been suspended even days after his name cropped up in the scam,Niwas explained,“There is no formal complaint against him as yet. No FIR has been lodged against him either. Only the accused has named him a party in the scam.

Since the matter is still being investigated,we cannot pronounce him guilty and suspend him.”

Niwas, however, made it clear that no respite will be given to the DPI(S) if his involvement is proved. “The scam is a matter of grave concern, which has brought infamy to the department. There is no way that the Administration will spare him. He will be hanged if found guilty,” Niwas said.
