With the recent promotions of 32 police officers as inspector generals and 42 as deputy inspector generals,the middle level of the Punjab Police has suddenly expanded. This leaves the state police with only 16 IPS officers serving as the superintendents of police (SP),besides the state service officers of them,two will be shortly promoted as DIGs.
At the director general of police (DGP) level,there are only six officers and of these,two retire this month and another in November. The present DGP of Punjab,P S Gill,is from the Jammu and Kashmir cadre,while Anil Kaushik,DGP (Prisons); Shashi Kant,DGP (PAP); Chander Shekhar,DGP (Railways and Traffic); Joyti Threhan,DGP (Punjab State Human Rights Commission) and N P S Aulakh,who is on Central deputation as DGP (NSG),are all from the Punjab cadre. While Aulakh and Threhan retire this month end,Shekhar retires in November.
At present,there are 11 additional DGPs,and of them two are on Central deputation and only nine are left.
In the recent promotions all officers up to 1991 batch have been promoted as IGPs. From the 1985 batch till 1991,32 officers are now IGPs of them six are on Central deputation. The last one to go was Parag Jain to the Research and Analysis Wing (RAW). Also from 1992 batch till 1996 batch all officers are now promoted as DIGs. There are 42 DIGs in the state police at present. While their posting orders are yet to be issued,two of these officers are working as senior superintendents of police L K Yadav (Ropar) and Ram Singh (Kapurthala).
Sources said there are 39 cadre posts of SPs in the state and there are only 16 officers,thus 23 posts are lying vacant. At the SP level,two officers are already on deputation Nilabh Kishore in CBI and P K Rai in RAW. The state government had promoted all the officers till 2006 batch to SP rank,but the shortage persists.
In the last ten years,sources said,the allocation of IPS officers to Punjab has been only one officer every year,expect in 2003 there were two officers. Of the 2006 batch was Dhanpreet Kaur,Harsh Kumar Bansal was of the 2005,B L Meena was of 2004,while two officers Ashsish Chuadhary and Sukhchain Singh – are of the 2003,P K Yadav is of 2002 batch,Kaushtab Sharma is of 2001,D P Yadav is of the 2000 and Rakesh Aggarwal is of the 1999 batch.
While in the earlier batches,the number of officers were much more. In 1998 there were three officers,four officers were in 1997,six in 1996 batch and before that also the number of officers were much more. Around 17 posts are lying vacant as PPS officers are to be promoted as IPS,but the state government cannot do it since cases are going on in various courts,including the supreme court.
The last officer of the state police service to be inducted into the IPS,was Lok Nath Angra,now the SSP of Gurdaspur.
