There is no Excise barrier at the Pinjore-Parwanoo bypass which was opened for public on April 6. The trucks coming to Parwanoo can enter without any barrier at Himachal border.
Excise department has set up a temporary barrier at Chakkimour where there is no proper place of parking and no internet connection. The truck drivers have to come to old barrier at Sector 1 to fill form 16A online so most of the trucks are adopting old route via Pinjore and Kalka.
Due to the lack of a police barrier when the vehicle are leaving the state,anyone committing a crime can enter another state. The last police barrier on National Highway is at Dharampur. Earlier Parwanoo barrier was the main check barrier of Himachal.
There is only one toll barrier on the bypass road that too on crossing of Parwanoo town. Just a few people are deployed there and a tent has been erected. There is no separate lane made for a barrier.
According to sources Himachal government has not taken any land till date for the construction of barrier and now it will take another three-four years for the construction of barrier whereas it should have been ready by the time bypass was open and delay was due to negligence of officers.
J C Sharma,Commissioner Excise and Taxation,agreed that there are some lapses and soon internet connection will be operational at Chakkimour and one more barrier will be made at Dhalli so that any vehicle coming from bypass to Parwanoo may be checked. Regarding acquiring of land for barrier he told that files are in process and within three-four months land will be acquired and after that work will start.
Meanwhile,the Surface and Transport Minister C P Joshi would formally inaugurate the bypass on April 19.
