Murder charge slapped against SP

Kulwinder Singh alias Kid was killed in an alleged fake encounter in July 1989 by the accused policemen on the Tangori-Kurda Road under the Sohana police station in Mohali.

In 2002,the court had framed an abduction case against Grewal and Amarjit,while a murder case was lodged against five other policemen— Birbal Das,Gurcharan Singh,Nikka Ram,Chanan Singh and Dayal Singh.

It was during the course of arguments at the final stage that the CBI appealed before the court that the murder charge was required to be slapped against Grewal and Amarjit also.

It was alleged that Grewal and Amarjit along with other CIA personnel had raided a home in Phase V,Mohali,on July 22,1989,in search of terrorists Dhyan Singh,Kulwinder Singh and Jagbir Singh alias Panjola.

During the raid,Palwinder,an acquaintance of Kid,was shot dead and Kulwinder was picked up by the raiding party. Later,Kulwinder was killed by police personnel in an alleged fake encounter.

Kulwinder’s father Tirlochan Singh had moved a writ petition against the policemen in the high court.

Acting on the petition,the court directed the sessions judge to inquire into the case and submit a report. After he submitted his report on April 24,1995,the court directed the CBI to register a case against the policemen.

CBI investigation revealed that Kulwinder was picked up by Surjit Singh Grewal and Amarjit Singh and five CIA personnel.

Interestingly,even after the incident,Grewal continued to get promotions.
