The Delhi government is planning a complete overhaul of its billing system for water connections, as currently around 60% of consumers under the Delhi Jal Board are not receiving bills, Water Minister Parvesh Sahib Singh said on Thursday.
Delhi has around 29 lakh registered water connections, a figure significantly lower than the actual number of households. “There are several shortcomings in the billing system. Due to this, most people do not pay the bills. Many have also complained that they do not receive bills for months and years and then suddenly get bills asking for huge amounts. There is a need to upgrade the software and implement a new water bill collection system,” Singh told mediapersons. He added that currently, only 40% of the registered customers are receiving the water bill.
Officials said there are plans to upgrade the entire city with a smart metering system to reduce revenue losses.
A senior official said, “People can check their bills online or through WhatsApp QR codes, but it is confusing for many residents as they receive bills after years. Not all residents are able to check bills online either.”
Singh said that gaps and shortcomings in the billing system have also affected the implementation of the Late Payment Surcharge Waiver Scheme (LPSC). “As there is no proper bill, several people are facing issues with regard to the scheme,” he added.
Under the LPSC, a 100% waiver on late payment charges will be granted to domestic consumers if outstanding principal water dues are settled by January 31, 2026, after which only a 70% waiver will be given.
“After the LPSC scheme’s deadline is over, people who do not pay their bills will have their water supply disconnected,” Singh warned.
Officials said that Rs 1,000 crore has been waived under the scheme so far and Rs 250 crore in principal amount has been collected from domestic consumers.
Singh further said that soon, LPSC will also be announced for the commercial category. “The response in the domestic category has been satisfactory,” he added.
Under the scheme, the BJP government aims to recover Rs 5,000 crore in pending DJB dues by waiving late payment surcharge amounts totalling Rs 11,000 crore.
