A three year-old-girl of a migrant labour was burnt alive in a fire that broke out in the slums at Malkumajra in the industrial town of Baddi in Solan district. The fire completely destroyed almost a dozen temporary shelters in thickly populated area inhabited by industrial migrant workers from UP and Bihar on Friday afternoon. At least 12 families were rendered homeless. The cause of fire is yet to be ascertained,said the police. Police said the girl has been identified as Rakhi,daughter of Roop Chand,who worked as a labourer in a factory.

HC ‘green bench’ holds first sitting
The Himachal Pradesh High Court has became one of the few high courts in the country to have a separate ‘green bench’ to hear cases related to environment issues pertaining to mining,illicit felling of trees and PILs seeking judicial interventions on ecological degradations and environmental pollution issues. The bench comprising Justice Deepak Gupta and Justice Sanjay Karol held its first sitting on Friday to hear cases that were already pending in HC and had been transferred to it. The bench,said new Chief Justice Kurian Joseph,would sit every Friday and take up all cases related to environmental issues. “If needed,the bench may also meet on Saturdays,” said a senior HC official. Setting up of the bench in Himachal,an ecologically fragile state,was Joseph’s idea,based on his experience in the Kerala High Court.

Shimla MC presents Rs 160-cr budget
The Shimla Municipal Corporation proposes to spend a large chunk of its funds on beautification,streetlighting and stretching the road infrastructure in the coming fiscal. With these targets in mind,Mayor Madhu Sood presented a budget of Rs 160 crore on Friday. The amount was Rs 43 crore last year. The budget was presented amid walkout by the councillors of Bharatiya Janata Party,local MLA Suresh Bhadwaj and the two councillors of the CPI(M) over the issue of banning the entry of media into the Town Hall during the special house meeting. Earlier too,during the a special house conducted for proposing a hike in water charges,the entry of media was banned after a special resolution at the behest of the mayor. The budget was presented in the presence of 15 Congress councillors only. Despite proposals of Rs 160 crore,the MC will continue to depend on the sate government for the funds as there are no fresh proposals of resource mobilisation. Last year,the MC had managed to get a grant in aid of Rs 20 crore from the government.

Death term for rape-murder convict
A local court here awarded death term to a man convicted for the rape and murder of a five-year-old girl. Additional District and Sessions Judge S S Sahni pronounced the order against one Mangal,a resident of West Bengal,on Friday. According to the complainant in the case,Pitamber,a labourer from Uttar Pradesh,Mangal,who was known to him,visited his house in Adda Saran village of Hoshiarpur district on March 11,2009,when he was not at home. He said Mangal took his daughter with him on the lure of sweets and killed her after raping her.

Section 144 imposed
District magistrate Kamal Kishore Yadav has imposed Section 144 in villages Telumal,Gatti Telumal,Gandhu Kilcha and Bhamba Haji,which bans assembling of five or more villagers. The order has been passed following a land dispute in these villages. Two groups have been raising allegations against each other and sitting on dharnas and hunger strikes. The order has been passed to avoid tension in the area.

NGO to file PIL against Punjab Police
An NGO,Nishan,working for police reforms,will file a PIL in Punjab and Haryana High Court by next week against the “out of turn promotions” by the Punjab Police authorities to some selected officers violating. The NGO will take up the case of former sub inspectors of Punjab Police who had resigned in protest against the out of turn promotions. The officers — Rajinder Singh and Kanwaljit Singh — have said they would also file separately case.

New joint director at Punjab Police Academy
The Punjab government has promoted Dr D J Singh as Joint Director at Punjab Police Academy,Phillaur. Singh earlier worked as Senior Deputy Director in the Academy and is an expert in innovative higher police education. He is a recipient of the Punjab State Award for his outstanding contribution towards police training.

PWD engineer caught taking bribe
State Vigilance and Anti-Corruption Bureau on Friday arrested a junior engineer of the state Public Works department,posted in the tribal districts of Lahaul and Spiti,for taking a bribe of Rs 1 lakh from a private contractor. The police said JE Kishan Chand Chaudhary was being given the money to clear the pending bills of the contractor and some work at Urling area of Spiti valley.

Two women commit suicide
Two women allegedly committed suicide in a local hotel by consuming a poisonous substance on Friday. The deceased are Rajwinder Kaur,a resident of Valla village,and Harwinder Kaur,a resident of Jandiala. The police said Rajwinder’s family had booked her on a flight to Italy and left her at the Rajasansi airport on Friday,but she did not take the flight and instead contacted her friend and later took the extreme step. The police have registered a case under Sections 174 of the IPC and started investigations. No suicide note was found.
