High security plate system from today

New vehicle owners approaching the UT RLA shall be required to get High Security Registration Number Plates.

2 vendors open units at ISBT-17 & Industrial Area; number plates to be issued in 2-4 working days

Come Monday morning,and new vehicle owners approaching the UT Registering and Licensing Authority (RLA) shall be required to get High Security Registration Number Plates fastened on the vehicles,as a mandatory requirement for getting them registered in Chandigarh. Of the 18 vendors authorised by Union Government to execute the job of issuing HSRNP throughout the country,two have set up units in Chandigarh. The two companies are Celex Technologies Pvt Ltd (with its office at Shop No 53,ISBT,Sector 17,near local bus stand counters) and Utsav Safety System (P) Ltd (with office at Plot No 182/65,Industrial Area,Phase-I),which have already set up their offices. Both the vendors will be accepting applications from vehicle owners pertaining to HSRNP at their offices from tomorrow.

The vendors will take approximately two-four working days to issue the HSRNP to vehicle owners. Speaking to Newsline,Celex Technologies Pvt Ltd representative Sandeep said,“We shall take around four working days for issuing a HSRNP. Our representative will be stationed at the offices of the RLA,Sector 17,for fastening the HSRNP on vehicles. We shall be accepting the applications from 10 am to 6 pm on working days. The cost of a set of HSRNPs (comprising of front and rear plates) will be around Rs 350 and for three-wheelers and four-wheelers (comprising of front and rear and a self-destructive sticker to be pasted on the windshield) shall be around Rs 600 per set.”

On the other hand,Utsav Safety System (P) Ltd is yet to finalise its cost for the HSRNP. When asked,the company’s representative Mukesh Malhotra said,“The cost shall be finalised on Monday morning. We shall be accepting applications at our office in Industrial Area,Phase-I,Chandigarh,from 9.30 am to 6 pm daily on working days. We shall take at least two working days to issue the HSRNP to the vehicle owner. Our representative shall be there at the office of RLA for fastening the number plates on the vehicles.”

The UT RLA has got a list of 18 vendors who are authorised to execute the job of HSRNP. “Soon all 18 vendors are expected to open their outlets in Chandigarh,” said UT Registering and Licensing Officer Sanjeev Kohli. Another vendor Shimnit Utsch India Pvt Ltd’s representative Dhruv said,“We shall be opening our outlet in seven to 10 days. We shall try to issue the HSRNP the same day.”

The Procedure

The vehicle owner must submit his documents at either of three places (depending on location of residence) – RLA,Sector 17; office of SDM (South),Sector 42,and office of SDM (East),Industrial Area Phase-I. He will then get three copies of the “HSRNP Authorisation Slip” from the RLA office. RLA officials will paste one copy in the vehicle registration booklet and return two copies to the vehicle owner. He will keep one copy for his own record and submit the third such copy to the HSRNP vendor for procuring the HSRNP.

On procuring the HSRNP for the vehicle,the owner must ensure that the vendor issues him two copies of the HSRNP Delivery Document,one of which he will keep for his own record. He will then bring a representative of the vendor to the RLA office for fastening of the HSRNP and affixing of the Third Registration Plate (self-destructive sticker) on his vehicle.
