Green area construction ban may be lifted

The state government is actively considering a proposal to lift the ban on construction in green area of Shimla to enable a few to build residential houses.

The ban on construction in the green area of the town was imposed in 2000 to protect depletion of the state capital’s forest cover. But dozens of local residents and influential people including IAS officers,retired Army officers,senior citizens have been lobbying for lifting the ban with certain restrictions on floor-area ratio and height of the structure.

The proposal is actually simplification of the process for sanction of buildings in banned area,said a senior official. He said the Municipal Corporation of Shimla is proposed to get powers to sanction the building plans.

It is proposed in the draft that the MC would be bound to support with logical comments and reasoning whenever they sanction permission for construction in such areas or even when it turns down a proposal. No new construction will be allowed on area that has trees and forest cover,said the official.

The 20-page proposal of the Town and Country Planning department is being submitted to the Cabinet for consideration in the meeting scheduled for October 11. The opinion of government law department has also been invited. The move has generated a lot of anxiety and interest among citizens and a section of the people is also opposed to any relaxation that would mean thinning of Shimla’s well protected green belt.
