Fertiliser scam still haunts tainted Khurana

Senior BJP MLA and Chief Parliamentary Secretary (CPS) Finance Raj Khurana, who is in CBI custody in a graft case, has a tainted past.

A fertiliser scam, which was unearthed in 1995,still haunts the Congress-turned-BJP legislator even as the Punjab Vigilance Bureau (VB) had failed to file even a chargesheet in one of the two separate cases lodged against Khurana, his wife, his former Congress MLA colleague Amrik Singh Dhillon, former Punjab Agriculture Director Mewa Singh and around three dozen other bigwigs.

While no challan was yet filed in a case lodged in Mohali in August 2001,the trial proceedings were underway before a Patiala court in another case lodged at Patiala in April 1998.

Losing faith over the VB investigations, which he alleged were “politically motivated” with an aim “not to proceed further against those belonging to the ruling alliance”,the complainant Satnam Singh Behru has now decided to approach the CBI seeking an impartial probe against all those who had caused great loss to the state exchequer by siphoning off subsidies on fertilisers.

“With CBI catching Khurana,a ray of hope has again arisen for justice, which was otherwise lost with the successive state governments sitting over the investigations handled by the state agency,” Behru, who being the president of the Indian Farmers’ Association had removed the lid from the scam.

Earlier also when he was not satisfied with the VB investigations in the initial case lodged in Patiala,Behru had approached Punjab and Haryana High Court, from where he procured directions for re-investigation in the case. On the basis of fresh investigations, which lasted for almost three years,a fresh FIR was lodged in Mohali against the same accused.
