As many as 15 items of the Syndicate agenda were withdrawn by Panjab University (PU) Vice-Chancellor Prof R C Sobti during the Syndicate meeting held on Saturday evening. The items,which affected around 70 faculty and non-faculty members,were related to promotion,benefits,retirement and re-employment. All these were withdrawn in the wake of code of the conduct due to the Municipal Corporation elections.
Another item that was withdrawn pertained to the proposed memorandum of understanding (MoU) between PU and the Defence ministry for creating special seats in various courses exclusively for Defence personnel. Already,questions have been raised on such a proposal by the University as this would require the creating of additional seats in all departments.
For the sanction of prosecution sought by the CBI in the Dr R K Wanchoo (UICET) case,the Syndicate has constituted a committee that will look into the case. Though the agenda item had proposed to decline the sanction sought by the investigating agency,the case will now be dealt with by the committee,the members of which will be decided soon.
The matter of giving a personal hearing prior to sanctioning of prosecution of Executive Engineer Satish Padam and retired SDO Nand Lal,as per the decision of the Senate,was referred back to the Senate in the light of a letter received from the CBI that cited the CVC guidelines to be followed by the sanctioning authority Under Section 19 of the PC Act. Legal opinion will also be sought in the case.
The House decided to take a lenient view and not to initiate any disciplinary proceedings against Institute of Educational Technology and Vocational Education Chief Coordinator Prof Raj K Gupta for defying orders of the authorities. A sub-committee was constituted to study the report of the enquiry committee into the complaint of sexual harassment made by a Law student of the PU Regional Centre,Muktsar,and suggest the future course of action.
The recommendations of the Committee constituted to look into the API format for the University were accepted. The Committee proposed approval of the format strictly as per UGC guidelines. The Committee also proposed the formation of a standing committee under the chairpersonship of the dean university instructions (DUI),which would comprise of the Dean of the concerned Faculty,the two seniormost professors and the PUTA president in the event that any clarifications are required.
The Universitys affiliated colleges as well as the Examination branch will have a sigh of relief with the delay in implementation of the semester system undergraduate classes in colleges. As decided earlier by the Syndicate,it was scheduled to be introduced from the academic session 2012-13,which has been postponed to 2013-14. This too will come into effect after assessing the feedback on replacing the annual system with semester in postgraduate courses from the current session.
As already approved,the V-C assured that PhD college teachers who are eligible for taking research students will be implemented at the earliest. This was raised by Syndic Prof RPS Josh.
The Unfair Mean Cases where the UMC committee members had a difference in opinion will be looked into by the Vice-Chancellor himself. There were five cases where the UMC Standing Committee-II members had difference in opinion.
