Implementation of the Punjab government’s declaration to reduce the requirement of affidavits and replace these with self-attestation,aimed at cutting down on unnecessary harassment of people,remains tardy.

While the state government,on the recommendations of the Governance Reforms Commission,decided to drastically reduce the need for affidavits,most districts have reported poor implementation of the decision so far.

For instance,the reduction in Tarn Taran district is only 17 per cent. From a total of 6,160 affidavits attested in the district in November 2009,the figure has just come done marginally to 5,059 in November last year. Hoshiarpur recorded just 20 per cent reduction,Kapurthala 22 per cent and Jalandhar only 30 per cent.

In Muktsar,the home district of Chief Minister Parkash Singh Badal,the reduction is 35 per cent from 20,351 affidavit attestations in November 2009 to 13,414 in November last year,and in Amritsar the number has come down from 10,129 to 6,685.

Moga tops the state with 67 per cent reduction,followed by Ludhiana at 55 per cent and Patiala at 40 per cent. However,in the other districts,the reduction of affidavits is just 20 to 30 per cent.

Deputy Chief Minister Sukhbir Singh Badal on Thursday once again impressed upon Deputy Commissioners to personally monitor the implementation of waiver of affidavits announced by the government and asked them to reduce the need of affidavits by a minimum of 50 per cent by the next monthly meeting. He expressed concern at certain districts,including Hoshiarpur,Bathinda and SAS Nagar,achieving meager reduction in the number of affidavits and appreciated Fatehgarh Sahib,Ludhiana,Amritsar and Faridkot for showing good results. He said that it was his chief priority and each deputy commissioner has to make it a success.

An officer said,“Officers are not taking keen interest and the public has not been properly educated about abolition of affidavits as boards are not properly displayed and no advertisements are up. Some people still prefer affidavits.
