Reacting to Narendra Modis announcement of Rs 2,250-crore bonus package for government employees on completion of 10 years of his stint as Chief Minister,senior Congress leader Shankersinh Vaghela on Friday said that it was a mere joke.
Addressing mediapersons,the former CM said that the sops were nothing but a compliance of an order of the Gujarat High Court in this regard
As for recruitment of 50,000 employees,Vaghela said it was again a joke because the government was recruiting employees only on contract basis on a fixed salary. He pointed out that Vidyasahayaks recruited were being paid only Rs 4,500 per months against Rs 20,000 to Rs 25,000 given to the permanent teachers for the same job. It was in fact,he said,violation of the principle of equal pay for equal job.
Pointing out that no recruitment in government had been done in the last 10 years and over one lakh employees were likely to retire by 2015,he said that one could imagine the situation in the state secretariat with the government on a spree to appoint only contract employees.
Claiming that the government was indulging in outsourcing of jobs,he said that Modi might even consider giving the contract of outsourcing to Reliance industry for Class III and Class IV employees and the state secretariat would then become Reliance secretariat.
Referring to the government claims for creation of 52 lakh jobs through investments in Vibrant Gujarat summits,he said it was also a joke as more than 10 lakh people were still registered as unemployed in the state employment exchanges. He said Orissa and Chhattisgarh were ahead of Gujarat in attracting investments without holding summits.
Regarding Modis claim of Gujarat achieving high industrial growth during his stint,Vaghela said that the pace of development had in fact come down since Modi took over. The annual industrial growth rate was 18-19 per cent before 2000 and it came down to 10.10 per cent between 2001 and 2010,he said.
