The Leader of the Opposition in the state Assembly,Shaktisinh Gohil,has accused Speaker Ashok Bhatt of misleading people by his statement that there had been instances when Question Hour was not on the agenda of regular sessions.
Gohil said it was unfortunate that the Speaker quoted a different instance to support his stand (not to have Question Hour in the forthcoming Assembly session).
The instances were misquoted with a view to misleading people on the issue related to the constitutional right of legislators, he said in a statement issued in Gandhinagar.
Pointing out that none of the instances quoted by Bhatt was of regular Assembly session,he said that in 1985,1990,1995 and 1998,the sessions were convened after elections. They were not regular sessions and there was not enough time for members to ask question because they were just elected. Starred questions need time to be replied by the government, said Gohil.
Regarding the sessions called on January 18,1990 and in July 1992,when Question Hour was not allowed,he said these were special sessions for special occasions.
Question Hour has always been part of regular sessions and this tradition has been broken only by the present Chief Minister (Narendra Modi), he said,adding that the government and Speaker should review the decision and ensure that the dignity of the Assembly was not eroded.
