DDCA operations set to come under probe

The Serious Frauds Investigation Office (SFIO) and the Registrar of Companies (RoC) have obtained the green signal to investigate the allegations of financial fraud

The Serious Frauds Investigation Office (SFIO) and the Registrar of Companies (RoC) have obtained the green signal to investigate the allegations of financial fraud and company law violations at the Delhi and District Cricket Association (DDCA).

This is being done following a complaint from Bharatiya Janata Party (BJP) leader and former Test cricketer Kriti Azad. Incidentally,BJP’s leader of the opposition Arun Jaitley is the president of the DDCA. According to sources,Corporate Affairs Minister Veerappa Moily has given the go ahead for the investigation under Section 209 of the Companies Act.

Azad,armed with documents that highlighted financial irregularities in maintaining accounts of the DDCA obtained through the Right to Information Act,had lodged a complaint on September 18 with Moily. Azad has also alleged that the DDCA,which has no valid lease,had raised Rs 35 crores by sub-leasing 10 corporate boxes at the Ferozshah Kotla stadium,a Test match venue.

Azad had also stated that DDCA has no valid lease with Ministry of Urban Development,although they have spent Rs 100 crores towards the stadium construction. According to the copies of these agreements submitted to the SFIO,the DDCA officials,while selling the corporate boxes claimed they held the lease.

SFIO will be looking into the allegations of siphoning funds and accounting manipulations,while RoC will probe compliance with the company law act.

According to sources,the alleged modus operandi of siphoning funds involves payment of huge salaries and honorarium to non-existent employees and over-invoiced contracts to vendors.

Other allegation revolved around the several non-existent members in whose name votes are cast to manipulate elections. Kirti Azad said,”Ministry’s decision to refer the case to SFIO vindicates my stand and if they seriously investigate they will find a lot of dirt.” SP Bansal,DDCA general secretary said: “We haven’t heard anything in this regard. When we get the notice,we’ll react to it appropriately.” DDCA sports secretary Sunil Dev declined to comment.
