Displeased Om Birla skips LS proceedings: What happens when Speaker is absent?

Since the Lower House does not have a Deputy Speaker, members of a Panel of Chairpersons are supposed to fill in for the Speaker. On Wednesday, they had to do it for the second time during Birla’s tenure.

Lok Sabha Speaker Om Birla on Wednesday stayed away from Lok Sabha proceedings, expressing his displeasure at the repeated disruptions during the Monsoon Session. A tussle between the Opposition and the BJP over the Manipur issue has stalled the proceedings.

The Lok Sabha failed to record any legislative business, adjourning a little after 2 pm, as it failed to take up the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, for consideration and passage. Parliament officials told PTI that “Birla was upset at the behaviour of both the Opposition and Treasury benches” during the passage of Bills in the Lok Sabha on Tuesday. Ruling BJP MPs claimed the Speaker was upset since the “Opposition disrupted the intervention of the ministers” after many of their leaders got a chance to present their views on the NCT bill at the time of its introduction.

In the Lok Sabha, both Presiding Officers — the Speaker and the Deputy Speaker — are elected from among its members by a simple majority of members present and voting. In the absence of the Speaker, the Deputy Speaker discharges his functions. A member of the Panel of Chairpersons, which assists the Speaker in his functioning, presides over the House in the absence of both the Speaker and the Deputy Speaker. On Wednesday, YSRCP leader Midhun Reddy and BJP’s Kirit Solanki filled in for Birla as the Lok Sabha does not have a Deputy Speaker.

A similar incident played out in March 2020 during the Budget Session as Birla skipped the House for two consecutive days, “hurt” over chaos in the House. On one of the days, MPs Bhartruhari Mahtab, Rama Devi, Rajendra Agarwal, and Meenakshi Lekhi filled in for the Sepaker as the House was disrupted continuously — first, over communal violence in Delhi and then over a remark by Nagaur MP Hanuman Beniwal. This eventually led to seven Congress MPs getting suspended.
