The report Mumbai Again (IE,July 14) was heart-rending. Two years after 26/11,when our country was seized of a new will to counter terror,terrorists have succeeded in attacking Mumbai. It has shattered the authorities claims that the city is geared to counter terrorism. Now is the time to stop talking. Initiate tough and exemplary action instead. Culprits and their abettors should be brought to justice at the earliest. For the others,there should be salve and reassurance from the state. Mumbaikars should not be made to face one more terrorist strike.

Mumbai has been a target of serial attacks many times since 1993. The July 13 blasts,again,point to intelligence failure at the state and central levels. Such organised attacks are carried out after careful planning,and often with some kind of help from the locals. The police and security agencies should introspect on where they have gone wrong. The people must remain united in grief and in their commitment to help the government thwart the ill designs of terrorists who are bent on destabilising our country.

The audacity with which the latest attacks have been carried out in Mumbai proves two things. One,terrorists,whichever organisation they may belong to,are not going to leave any stone unturned in disrupting peace in this country. Two,we have not learnt from our mistakes. Intelligence agencies have failed again. It is high time we had efficient intelligence-gathering mechanisms in place. Mumbai,or any other Indian city for that matter,should not suffer like this,time and again.

The primary responsibility of a government is to protect its subjects from external threat and internal disorder at all times. Economic and social security are noble,but secondary. We may boast of military and economic strength,but if people are blown up on streets and railway tracks,there is little reason to be proud of the state.

In the US,there has been no major terrorist attack after 9/11. Why couldnt we prevent the blasts that ripped through Mumbai? After having a relatively quiet year in 2010,why did July 13 happen?

Terrorists have again hit Mumbai. And once again we hear the same lines: of intelligence and security failure,of condemnation and condolence,of appeals for peace and solidarity,of cities being put on high alert and of compensation being announced for victims,of a new resolve to bring culprits to justice. Preventing terror attacks is not easy,but if the US and the UK could successfully do so after 9/11 and 7/7,why have we failed? The countrys leadership owes the people an answer to this question.
