
The Punjab and Haryana High Court has issued notices to the Union Sports Ministry, Central Vigilance Commission, New Delhi and the Sports Authority of India SAI on a petition filed by Raj Kumar, a stenographer working with SAI at its Northern Regional Centre, Sonepat. Raj Kumar is a resident of Sector 44-A, Chandigarh.
The whistleblower has alleged that he is being victimised for raising his voice against the alleged rampant corruption, running in hundreds of crores of rupees at SAI.
The contentions of the petitioner before the High Court are that the Union Sports Ministry is shielding the corrupt officers of SAI for the last more than two decades as no action has been taken against them under the CVC Act and the rules framed thereunder.
Raj Kumar has sought protection from the Court and demanded that directions be issued to the Central Vigilance Commission for taking stern action against the officials of SAI.
Raj Kumar has alleged that he was threatened that he will be eliminated or implicated in some false criminal cases including the cases under the NDPS Act in order to pressurise him to withdraw his petition. Disciplinary proceedings were initiated against Raj Kumar by the SAI for raising his voice against the alleged corruption. It has been further submitted by Raj Kumar that the disciplinary proceedings were concluded and finding nothing adverse against the petitioner, the inquiring authority directed the petitioner to join his duties immediately on April 24, 2008. Subsequently the Inquiring Authority submitted his inquiry report whereby the petitioner was exonerated from all the charges framed against him. Despite vigorous efforts made by the petitioner, a copy of the inquiry report has not been supplied to him, the petition alleges.
