State civil services bodies oppose exam for promotion

The All India Federation of State Civil Services on Sunday passed a resolution stating that it will boycott the Central government’s recent proposal to hold written test for state civil services officers awaiting induction in the Indian Administrative Service.

The federation held a meeting here with 24 state representatives. According to a senior officer,who attended it,24 states civil services association presidents participated in the meeting and opposed the move for written exam for promotion. “Bihar,Tripura,Tamil Nadu,Uttar Pradesh,Maharashtra,Karnataka and Himachal Pradesh have also opposed the proposal. The representatives said that the proposal does not have any formula to reserve seats for OBC and SC/ST. The exam is open to all and violates the rights of backward communities. Moreover,officers would be focussed on clearing the examination rather than doing work which could make a difference in society as our report card will not be a criteria for promotion,” said Rama Kant Pandey,UP PCS association general secretary.

The UP association has suggested that if the Centre refuses to revoke the proposal,the federation should hold a first of its kind annual general meeting in New Delhi.

Dr Jiban Chandra Chakraborty,president West Bengal state service association,said,“We are in the process of finalising a date to meet the Prime Minister to brief him about the shortcomings of the proposal.”

As per a May 7 circular of Under Secretary Narendra Gautam,the states have been asked to send their ‘comments’ on the issue on or before May 31. “The personnel ministry is seeking comments of states on recommendations of the Administrative Reforms Commission and Union Public Service Commission regarding a proposal for change in method of induction of state services officers to All India Services,” reads the circular.
