The government yet again allayed the fears of the minority community by saying that the Right to Education will not impinge on their rights and the constitutional guarantees available to them under Article 30 will not be overridden. Union HRD Minister Kapil Sibal on Saturday said the ministry will send out advisories to states and UTs to ensure that the rights given to minority community regarding setting up their institutions and administering them under Articles 29 and 30 will not be violated. Sibal said an amendment bill was introduced in the Parliament to clarify the role of the school management committees in aided minority institutions. In the RTE Act,a section requires setting up of School Management Committees,of which 75 per cent consists of guardians or parents. The minority community had said that if implemented,this would violate the Constitution and National Commission for Minority Educational Institutions guidelines.
